Design Review Committee Meeting Minutes
March 26, 2018
Applicant: Verizon Wireless
Proposed site address: 133 West Burnside Avenue
Present: Mayor England; Rodney Burch, Public Works Director; Devin Hillam, Planning &
Development Director; Bridger Morrison, City Engineer; Bill Guiberson, Police
Chief; Merlin Miller, Fire Marshal; Paul Andrus, City Planner; Ray Griffin, Building
Official; Tom Holmes, City Attorney; Nelli Simmons, Office Administrator.
Meeting today is a site plan review for a “Small Cell” tower at 133 West Burnside. Digital
Skyline, Todd Daoust, is in attendance representing the applicant.
Overview by Todd: This is a similar site as Walmart and Elevate Salon Institute on East
Chubbuck Road. Equipment is hooked onto the new pole with the antenna in a canister sitting
above the 2 luminaries. Verizon is looking for smaller sites to focus on trouble spots. The Small
Cell towers are a newer technology in the last 18 months. Small Cell means the tower has less
power and covers a smaller area, approx. ¼ of a mile. There will be a sticker on the canister
with Verizon contact info.
PROJECT REQUIREMENTS
STRUCTURES AND SITE LAYOUT: Plan Complies
ENGINEERING: There is a utility easement on Burnside Avenue so a right-of-way permit will be
required from the City.
City will supply Todd with the growth of the City
FIRE DEPARTMENT: No issues
BUILDING DEPARTMENT: Construction plans will go to Ray for approval.
POLICE DEPARTMENT: No issues
BUSINESS LICENSE: in place with Verizon
