Meeting today is a site plan review for Mountain West Rental and Sales business at 5027 Yellowstone Avenue. Karleen Ogden and Mark Andrews were in attendance. They have bought the property where Yellowstone Glass is on Yellowstone Avenue along with the 3 parcels, one to the west, to the north and to the northwest. The Yellowstone Glass building will stay for now but in the future it will be demolished. Kubota Equipment and Walker Mower lines are what will be available for rent. They have another store in Idaho Falls and on Poleline Road in Pocatello. This Yellowstone Avenue location will be the main hub for their businesses. Yellowstone Glass business owners have the option to stay in that building thru 2019. The cinder block shed on the property will be demolished soon. There are renters above Yellowstone Glass and the home on Mingo Lane that will also be demolished also has renters. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: Accesses will stay on Yellowstone Avenue and Mingo Lane. Those accesses will need to be improved when the Yellowstone Glass building is demolished. OUTDOOR ADVERTISING: There will be new signage on the location. Ray will process the sign permit application. LANDSCAPING: Landscaping will be required when the Yellowstone Glass building is demolished. 5% of the paved area needs to be landscaped. A 10’ landscaping strip is required on the street frontage, both Yellowstone Avenue and Mingo Lane. 1 tree every 50 feet needs to be planted, they can be clumped together. STRUCTURES AND SITE LAYOUT: Asbestoses will need to be evaluated in the Yellowstone Glass building. Work with Ray. The shed will be inspected by Ray before the applicants remove it. It will be a chain link fence with screening on the residential side and along Mingo Lane. The new shop building that will be built will not be accessed by the public. The home on Mingo Lane will come down at the same time as the Yellowstone Glass building. DRAINAGE: Stormwater drainage will be engineered and retained on site. Vision Steel will be building the shop building and there has been discussion regarding drainage. Bridger will double check the action that will need to be taken and let the applicants know. EXTERIOR LIGHTING: Lighting needs to be shielded to prevent light trespass. Canned and recessed lighting will be used. ENGINEERING: This property, RCCPC007300, has not been platted. A short plat process will need to be done making the 4 parcels into 1 with a subdivision name. An Engineering or Surveying Company will need to help the applicants with this process. The application for the short plat goes to Paul. FIRE DEPARTMENT: Knox box will be required and a visible street address. BUILDING DEPARTMENT: Plans will go to Ray for approval. BUSINESS LICENSE: Will be required. Work with Paul. DEVELOPMENT AGREEMENT: An agreement will be drafted making sure to address the sidewalk, curb, gutter and asphalt on Mingo Lane. City Council meets on the first and third Wednesdays of the month. They will need to approve the Short Plat Application prior to taking occupancy in the new building.
