HomeMy WebLinkAboutIntermountain Storage Addition lot 4 6-26-18City of Chubbuck Design Review August 25, 2015 Applicant: Gary Ratliff / Rich Phillips Proposed site address: Intermountain Storage expansion at 4860 Burley Drive Present: Steve Smart, Public Works Director; Rodney Burch, Assistant Public Works Director; Paul Andrus, City Planner; Sean Harris, Engineering Technician; Ray Griffin, Building Official; Eric King, Fire Chief; Tom Holmes, City Attorney; Nelli Simmons, Administrative Assistant. Rich Phillips was in attendance representing the application. Meeting today is a site plan review for expansion of Intermountain Storage. Single family storage units are planned. A cul-de-sac on Laurel Lane and Burley Drive with gates is proposed. Water line will need to be completed and protected with an easement. Staff suggests submitting a new lay out to the city showing water lines ect. Making decisions off of the old drawings is tough. If the plan is to build in phases that also will need to be discussed. A second meeting will be scheduled. Spring start is planned. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: Gravel will be in between the storage units. OUTDOOR ADVERTISING: No additional signage is planned. LANDSCAPING: Paul will find out if fencing is required. STRUCTURES AND SITE LAYOUT: Need new plans. DRAINAGE: A plan needs to be in place. PRETREATMENT: Not needed, there are no floor drains, only domestic waste. EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. ENGINEERING: Platting will need to be done. Sean stated it could be a short plat on lot 4 to create easement on the water line and a cul-de-sac on the north end. FIRE DEPARTMENT: Knox box will be required. There will need to be a hydrant on the south end of the units. New plans will need to show 3 to 4 fire hydrants depending on code. BUILDING DEPARTMENT: Plans will go to Ray for approval. POLICE DEPARTMENT: Not in attendance. BUSINESS LICENSE: Is in place. DEVELOPER agrees to construct the PROJECT(including water mainline and fire hydrants; cul-de- sac with curb&gutter, sidewalk and pavement; street light as required; storm water facilities, etc.) in accordance with the APPROVED plans and the latest edition of the Idaho Standard for Public Works Construction (ISPWC) including CHUBBUCK's Supplementary Conditions,Standard Revisions and Special Provisions. 2. Correspondence between DEVELOPER and CHUBBUCK shall be through the Design Engineer working for DEVELOPER during PROJECT design and approval. CHUBBUCK will not modify PROJECT design or requirements. 3. For issues related to construction quality, materials,testing, and acceptance of work,the term OWNER, as used in the ISPWC,shall refer to CHUBBUCK. 4. DEVELOPER shall provide a materials testing report, acceptable to the City, prepared by a Certified Testing Laboratory or Professional Engineer, said report shall include copies of compaction test results and other applicable documentation as specified by CHUBBUCK. 5. DEVELOPER shall provide a letter of certification from the suppliers of the materials utilized on the project, including piping and accessories,concrete, pre-cast concrete items,gravel, hot asphalt plant mix, and etc., stating that all materials supplied by them, meets or exceeds the standards set by the City, said letters shall list the types of materials supplied and, if applicable, the class and brand name. 6. DEVELOPER agrees to dedicate all improvements of the PROJECT to CHUBBUCK after completion and acceptance of the PROJECT by CHUBBUCK. 7. DEVELOPER agrees to warrantee all work associated with the PROJECT for three years after completion and acceptance of the PROJECT by CHUBBUCK as required by Chubbuc Municipal Code § 17.16.070. DEVELOPER understands that building permits may not be issued by CHUBBUCK until 100% completion of PROJECT utility systems and roadway improvements. At CHUBBUCK discretion in accordance with Chubbuck Municipal Code§ 17.16.070,building permits may be issued after a guarantee of 150%of established value of miscellaneous punch list items is collected from the DEVELOPER in the form of a cashier's check and held by CHUBBUCK for a period not to exceed time frame established in a GUARANTEE AGREEMENT. If the punch list items have not been completed within the prescribed time, CHUBBUCK shall have the right to 1) use the DEVELOPER funds to complete the punch list and/or 2) immediately stop all building construction located within the PROJECT until the punch list is completed. SPECIAL PROVISIONS: 1. DEVELOPER agrees to maintain storm water facilities in accordance with approved storm water report.
