Design Review Committee Meeting Minutes
June 26, 2018
Applicant: Gary Ratliff
Proposed site address: 4860 Burley Drive – Intermountain Storage
Present: Mayor England; Rodney Burch, Public Works Director; Devin Hillam, Planning &
Development Director; Bridger Morrison, City Engineer; Bill Guiberson, Police
Chief; Merlin Miller, Fire Marshal; Paul Andrus, City Planner; Tom Holmes, City
Attorney; Nelli Simmons, Office Administrator.
Mitch Greer from Rocky Mountain Engineering and Survey and Gary Ratliff were present.
Mitch explained that Gary is trying to complete the storage unit project that was started in
early 2000. Ratliff Subdivision Division No. 1 plat was recorded in 2001 and included a cul-de-
sac at the end of Burley Drive that was dedicated but never developed; development of the cul-
de-sac was deferred until further northward development by Gary. Mitch indicates since 2000,
the developer believes Burley Drive has been functioning just fine. Without the cul-de-sac Gary
can add to his commercial abilities. Proposal is to grant an easement to the City on Ratliff’s
existing development going in the second entrance from the north off of Burley Drive into the
existing development and exiting on the northern most entrance off of Burley Drive. The only
other approaches on Burley are Geraldine’s, storage units, one undeveloped lot on the west
side of Burley and Safe Haven. There are 2 approaches on Burley Drive now. Traffic impact is
minimal.
Gary explained that traffic does not come down Burley Drive very often. He has talked to
sanitation drivers and they don’t have any issues. His tenants do not see the need for a cul-de-
sac. Fire truck has had access in the past without any problem. Gary’s plow maintains the snow
removal on North Burley Drive.
Fire code requires a turn-around. Fire does not have the right to drive onto private property. 3
new hydrants are being installed.
Hammerhead turn arounds were discussed.
Rodney explained the cul-de-sac needs are to service everyone that is in the area not just Gary’s
tenants. The City has liability issues going onto easements on private property as opposed to
having the required turn arounds in the public right-of-way. After discussion the decision by
the committee was:
Mitch will design and submit a proposed hammerhead instead of the existing platted
but undeveloped cul-de-sac.
Fire Code needs to be met from one of the turn-around plans

Sanitation trucks need to be able to access
Short re-plat of the one lot – re-platting will vacate the cul-de-sac
The discussion today does not have anything to do with how the land has been used for the last
15 years.
Mayor wants to limit the liability by not being on private property. The hammerhead design
could solve the access issues for traffic and emergency services as well as better serve Mr.
Ratliff’s needs as opposed to the cul-de-sac.
