Meeting today is design review for Highland Park Apartments. Land Use approved the Conditional Use Permit with the conditions that the access road being aligned with Allstate access and that in lieu of waiving the traffic impact study, parking for INL will be restricted to not be in the mall parking lot. City Council approved the parking requirement waiver allowing only 125 parking spaces. Brady Smith, Rocky Mountain Engineering and Survey, was in attendance representing the application. The access road will be PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: All the roads entering the mall are named Mall Access Road. The private roads should have a different names. Brady will talk to Rob Kingsbury. The Ring Road is not an issue. TRAFFIC STUDIES, UTILITY STUDIES: Traffic study will be required if Kingsbury desires to relocate INL Park & Ride parking somewhere else on their property. OUTDOOR ADVERTISING: Brady has not heard of any signage. Ray will process the sign permit application if there is one. LANDSCAPING: 5% of the paved area needs to be landscaped. A 10’ landscaping strip is required on the street frontage. 1 tree every 50 feet needs to be planted, they can be clumped together. Tree list was provided by Paul. DRAINAGE: Stormwater drainage will be engineered and retained on site. EXTERIOR LIGHTING: Lighting needs to be shielded to prevent light trespass. ENGINEERING: City is asking for a short plat so easement will be dedicated. Easements on the Fort Hall canal right-of-way will be required. The canal will be left open and developer is hoping to not go past the fence like with Hobby Lobby. Bridger supplied a map to Brady where water connections could be an option. There will need to be 1 more water connection so it will be a loop connection. FIRE DEPARTMENT: Knox box or another kind of security system that allows fire and police to enter will be required. Idaho Central Credit Union has Opticom Security that both police and fire like. A visible street address is required. Hydrants will need to be moved and the plans will reflect where they need to be located. The elevator will need to accommodate a stretcher. Merlin will get the dimensions for Brady. BUILDING DEPARTMENT: Plans will go to Ray for approval. POLICE DEPARTMENT: No issues BUSINESS LICENSE: SHJH Pine Ridge, LLC has a license.
