RE: Gem Prep Charter School Traffic Impact Study
Dear Brady:
As previously discussed in the Design Review meeting and subsequent conversations, there are some
questions or concerns that were raised in the City’s review of the Traffic Impact Study submitted for the
Gem Prep Charter School. We understand your intention is to have the TIS modified to reflect the
current design and to address issues that were discussed during the Design Review Meeting. Please also
have the following comments addressed as part of that update:
1. Page 4 – first paragraph refers to a minimum operational threshold of LOS D. The BTPO Traffic
Impact Study Guidelines require LOS C unless the expected LOS is lower without the
development, in which case the LOS cannot decline. This change will need to be reflected
throughout the study.
2. Page 9 – Figure 5 shows a significant percentage of the traffic expected to come from the south
with the vast majority intended to access the site from the east on Quinn. Please verify with the
owner that this is representative of their student population and expectations.
3. Page 10 – Figure 6 shows morning peak-hour trips of 244 into the site and only 156 out of the
site. It should be clarified why there is an unbalance of this magnitude as it seems unlikely that
88 trips will remain at the school.
4. Page 15 – the site circulation plan shown in Figure 8 does not match that shown in the site plan.
5. Page 16 (last paragraph) – there is mention of doubled up queue in the 24-foot wide drive isle
yet that doesn’t appear possible with the submitted site plan.
6. Page 17, Item 2 references a separate access for busses but the site plan shows an adjacent
access isle to the personal vehicle route.
7. Page 17, Item 3 – the description of the parent drop off does not match the site plan.
8. Page 17, Item 6 – it is unclear how the speed limit of the ring road was determined to be 15 mph
if it is unposted. If the vehicles travel at a higher speed, will the conclusion stated here be
different?
9. Page 17, Item 7 and 8 – as discussed in the Design Review Meeting, the enforcement of the
school zone on the ring road may not be feasible and other mitigation measures are
recommended.

10. Page 18, Item 20 – it should be clarified that if intersection improvements are determined to be
needed, that they will be funded by the developer and not the city.
