Design Review Committee Meeting Minutes
August 14, 2018
Applicant: ProBuilders
Proposed site address: 4145 Yellowstone Avenue – Gem Prep Charter School
Present: Rodney Burch, Public Works Director; Devin Hillam, Planning & Development
Director; Bill Guiberson, Police Chief; Merlin Miller, Fire Marshal; Paul Andrus,
City Planner; Ray Griffin, Building Official; Rich Morgan, City Clerk; Tom Holmes,
City Attorney; Nelli Simmons, Office Administrator.
Brady Smith, Rocky Mountain Engineering and Tiffany Frasure from ProBuilders were in
attendance.
Meeting today is a site plan review for Gem Prep Charter School in the old Sears location in the
Pine Ridge Mall.
Safety concern is a big issue which includes ADA crossings. There are not a lot of sidewalks in
the area. Burms and larger boulders with a perimeter fence will help with protection, along
with standard curb and gutter.
Dedicated bus and car lanes were discussed.
South side outside space would be steered to the younger students while the north would be
for the older students.
They have 150 student registered right now with 60% of them using PRT. Car pools will also be
used.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION:
City has no enforcement on the ring road so in lieu of posting a school zone speed bumps or
other traffic calming measures should be pursued.
The pedestrian crossing is at a blind spot that may need to be reviewed.
Using the Shopko sidewalk on the north side of the building would be a good place for the ADA
crossing across ring road.
Site triangle issues caused by the fence on the corners need to be addressed.
TRAFFIC STUDIES, UTILITY STUDIES:
Burch explained the traffic study is not reflected on the site plan. Before accepting the city staff
would like to make sure they line up.
Quinn Road is partially Pocatello so Rodney will get the Traffic Study to the City of Pocatello.
OUTDOOR ADVERTISING:
Ray will process the sign permit application. The plan now is the school’s name on the side of
the building.

LANDSCAPING:
5% of the paved area needs to be landscaped. A 10’ landscaping strip is required on the street
frontage. 1 tree every 50 feet needs to be planted, they can be clumped together. Tree list was
provided.
STRUCTURES AND SITE LAYOUT:
They would like to use the current striping on the parking area but it is running the wrong way
for the traffic flow on the one way access.
Crosswalks from the parking lot to the school and protect pedestrian aisle in parking lots will be
needed.
Numbers of employees, students, auditorium seating ect. will be needed when the building
permit application is submitted.
Dumpster location will more than likely be moved.
DRAINAGE:
Stormwater drainage will be engineered and retained on site. There are 2 existing drywells that
they would like to utilize.
PRETREATMENT:
Lunches would be catered. There would not be any cooking done on site, only warming ovens.
If a 3 compartment sink is installed they will need an interceptor.
EXTERIOR LIGHTING:
Lighting needs to be shielded to prevent light trespass. A few lights will be added to the
building.
ENGINEERING:
Platting has been done. City staff will review the traffic study with RMES and Thompson
Engineering to resolve conflicts in site plan and traffic study.
FIRE DEPARTMENT:
If the Knox box is moved let them know.
There are adequate fire hydrants.
Visible address on the building.
Fire department connection is inaccessible because of the fence. It will need to be relocated.
Hydrant by the Shopko entrance may need to be relocated if the buses are brought in that area.
BUILDING DEPARTMENT:
Plans will go to Ray for approval. Dumpster will need to have approved enclosure and access
approved by City staff.
POLICE DEPARTMENT:
Police approved the protective barrier for the playground.
NONRESIDENTIAL WASTEWATER PERMIT: Required along with a grease trap.

BUSINESS LICENSE:
Not required for a school.
DEVELOPMENT AGREEMENT: Agreement not requested by City staff.
