Design Review Committee Meeting Minutes
November 13, 2018
Applicant: FKC Chubbuck - ICBRE Commercial Brokerage
Proposed site address: 333 Knudsen Blvd.
Present: Mayor England; Rodney Burch, Public Works Director; Devin Hillam, Planning &
Development Director; Bridger Morrison, City Engineer; Merlin Miller, Fire
Marshal; Monty Mecham, Fire Department; Paul Andrus, City Planner; Ray
Griffin, Building Official; Nelli Simmons, Office Administrator.
Meeting today is a site plan review for Fresenius Kidney Care with a proposed site on Knudsen
Blvd.
Mitch Greer from Rocky Mountain Engineering and Surveying was in attendance representing
the applicant.
Mitch explained they would like a foundation permit. Highlights from Mitch were:
96 parking spaces
10,000 square foot building
Intent is for this to be the 1st phase of the hospital
This is not on the main road thru the complex
Approach on Zebe Lane will be moved farther away from Zebe Lane and Knudsen Blvd.
Planning an outdoor area/playground.
1 patient drop off in the front of the building
Loading area for a semi-truck
Utilities will be off of Zebe Lane
Water will have a fire line and 1 new fire hydrant
Mitch had the plans for a single story building for the dialysis center.
Devin let Mitch know that there will need to be another design review with a Master Plan being
submitted in addition to other submittal documents.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION:
Surfacing and lighting of off street parking – will be at the next meeting.
Master Plan will need to be submitted.
Staff let Mitch know that there is an elementary bus stop on Zebe Lane. The playground nearby
may be very enticing.
UTILITIES:
Water - Bridger stated the irrigation pump is by Motel 6 and is functioning.
Culinary water line needs to be looped.
Mitch explained the owners do not want to loop the water line. Bridger mentioned if not
looped the maintenance of the fire hydrant will need to be decided. Bridger will talk to the city
water department and get with Mitch.
Sewer – there will need to be a pre-treatment plan issued. Stub on Knudsen Blvd. will not be
used long term.
OUTDOOR ADVERTISING: Will be considered at the next stage of design review
STRUCTURES AND SITE LAYOUT: Land by the playground needs to be reviewed because staff
thinks it looks different then what is on the plat.
The sidewalk on Zebe Lane has no pedestrian access. The path will be private within the
development so removing the sidewalk would be approved by city staff.
Address will be on Knudsen Blvd. Sean issued 333 Knudsen Blvd. as that address.
DRAINAGE: Storm water will have an underground collection system under the park area. It will
be a large perforated pipe. Stormwater drainage needs to be engineered and retained on site.
ENGINEERING: Chubbuck Medical Center short plat has been approved. The Mylar needs to be
recorded but is being held at Bobby Knudsen’s request.
PRETREATMENT: Staff will need an application for the permit. Paul can help you with that.
EXTERIOR LIGHTING: Lighting needs to be shielded to prevent light trespass. This should be
addressed in the next complete design review submittal.
FIRE DEPARTMENT: Knox box will be required and a visible street address. Fire Hydrant
locations were discussed and are adequate. The building will be sprinkled.
BUILDING DEPARTMENT: Plans will go to Ray for approval.
NONRESIDENTIAL WASTEWATER PERMIT: needed
BUSINESS LICENSE: needed
Process that is needed at this time is:
1. Application for foundation permit
2. Pre-drawings submitted with elevation to Ray
3. Evidence of ownership
4. Updated site plan – sidewalk on Zebe Lane and direct pedestrian access off of Knudsen
Blvd. needs to be added to the plans.
5. Easement documents
