Design Review Meeting
September 25, 2017
Applicant: Austin Anderson
Proposed site address: 4500 Yellowstone Avenue
Present: Mayor England; Rodney Burch, Public Works Director; Devin Hillam, Planning &
Development Director; Bridger Morrison, City Engineer; Randy Severe, Police
Chief; Merlin Miller, Fire Marshal; Paul Andrus, City Planner; Ray Griffin, Building
Official; Aaron Harker, Code Enforcement; Tom Holmes, City Attorney; Nelli
Simmons, Office Administrator.
Kyle Benson and Brandon Pullin were in attendance representing the application.
A linear tunnel car wash is planned to replace the Mr. Mower building. The summer hours will
be 7 -10, winter 8-9.
On the average this is a 5 to 8 month build.
The roll-up door will help with noise pollution.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: There are 3 pay stations to use the facility. There
should not be a problem with cars ending up on Yellowstone Avenue waiting to move onto the
property.
TRAFFIC STUDIES, UTILITY STUDIES: Entrance off Central Way would be beneficial if ITD puts in a
divider on Yellowstone Avenue.
OUTDOOR ADVERTISING: Ray will process the sign permit application. Signs on the side of the
building along with a possible marque are planned. Maximum height for a sign is 70’. Over 35’
requires special approval. Site triangle visibility is between 3’ and 10’.
LANDSCAPING: 5% of the paved area needs to be landscaped. A 10’ landscaping strip is required
on the street frontage. 1 tree every 50’ needs to be planted, they can be clumped together.
Tree list was provided.
STRUCTURES AND SITE LAYOUT: Submit a Formal Request to City Council for approval of
parking spaces.
DRAINAGE: Stormwater drainage will be engineered and retained on site.

PRETREATMENT: Oil, sand and silt separator will be required.
EXTERIOR LIGHTING: Lighting needs to be shielded to prevent light trespass.
ENGINEERING: Platting has not been done. They would like to submit the short plat application,
turning it in 2 weeks prior to the City Council meeting. Council meets on the 1st and 3rd
Wednesdays at 6:30 pm. Someone will need to be in attendance to represent the application
and formal request.
The 3 water lines at the main will need to be capped. Yellowstone Avenue line could be used for
irrigation.
Yellowstone Avenue access needs to be a 20’ curb radius. To meet that requirement the access
may need to be moved south.
FIRE DEPARTMENT: no issues
BUILDING DEPARTMENT: Plans will go to Ray for approval. Canopy will involve steel columns.
City uses front loading sanitation trucks for commercial services. Ray will issue the demolition
permit.
POLICE DEPARTMENT: During construction mud and dirt will need to be controlled along with
property maintenance. Any storage building will need to be screened off.
NONRESIDENTIAL WASTEWATER PERMIT: required
BUSINESS LICENSE: required
