Design Review Meeting
June 20, 2017
Applicant: Kelly Brown – New Day Rentals and Ron Dykman
Proposed site address: 167 Southside Way

Present: Mayor England; Rodney Burch, Public Works Director; Devin Hillam, Planning &
Development Director; Bridger Morrison, City Engineer; Randy Severe, Police
Chief; Dave Daigle, Captain; Paul Andrus, City Planner; Tom Holmes, City
Attorney; Nelli Simmons, Office Administrator.
Meeting today is a site plan review for 167 Southside Way. Kelly recently purchased the
property that is a dirt lot. They are planning to use as a gravel parking lot. A fence will be added
around the lot. South end of the property already has a chain link fence so the fence will match.
There is a renter in the building that will use the lot for storage. This is zoned industrial so
renting out the lot is allowed.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: Site triangle will need to be addressed with the
new fence. Engineering will provide the requirements.
OUTDOOR ADVERTISING: Ray, building official, will process the sign permit application if Kelly
decides to put up a sign.
LANDSCAPING: 5% of the paved area needs to be landscaped. A 10’ landscaping strip is required
on the street frontage. 1 tree every 50 feet needs to be planted, they can be clumped together.
Tree list was provided. There is a sprinkling system and more stations will need to be added.
STRUCTURES AND SITE LAYOUT: Asphalt will be required on the access on Southside Way to the
right of way. City will be working on the roads so the applicant will be allowed to wait until the
City has done the improvements before putting asphalt in the entrance. Industry Way access is
shared.
Privacy fence requirements will be investigated and Kelly will be notified.
DRAINAGE: Stormwater drainage will be engineered and retained on site.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. Light poles
may be added to the west side of the lot for security reasons.

ENGINEERING: Platting has been done. If sewer and water will be stubbed to the vacant lot,
now is the time to do it because there will be a 3 year moratorium that the asphalt cannot be
cut into after the road construction project is done.
FIRE DEPARTMENT: No issues
POLICE DEPARTMENT: No issues
BUSINESS LICENSE: If Kelly decides to rent the lot as storage for vehicles or equipment a
business license will be required for New Day Rentals, LLC. Paul, City Planner, handles those
applications.
