Design Review Meeting
May 8, 2017
Applicant: Art Heath
Proposed site address: 5112 and 5155 Yellowstone
Present: Mayor England; Rodney Burch, Public Works Director; Paul Andrus, City Planner; Bridger
Morrison, City Engineer; Ray Griffin, Building Official; Merlin Miller, Fire Marshal; Tom
Holmes, City Attorney; Nelli Simmons, Office Administrator.
Meeting today is a discussion on the possibility of building new 6’ fences to replace existing fenced on
these trailer courts.
The new owner does not want to have rentals but sell new manufactured homes. This is his long term
goal. Short term plan is to make these areas look better with fencing, landscaping and repave some of
the roads.
5155 Yellowstone the south corner of the fence will line up with the existing fence. On the west the
fence will be moved to the back of the sidewalk.
5112 Yellowstone on the east side a fence will be at 7-10 feet behind the sidewalk. Highway Avenue will
be fenced on the north from the corner to the end of the property to the east. No landscaping is
planned but gravel will be put down.
PROJECT REQUIREMENTS
OUTDOOR ADVERTISING: Ray will process the sign permit application.
LANDSCAPING: Zero scape landscaping was approved by City staff. It will be similar to City Hall’s
landscaping.
DRAINAGE: Stormwater drainage needs to be retained on site. A letter from the owner on how drainage
will be handled is required.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass.
ENGINEERING: Engineering will work with Art to help ensure the fencing follows the guidelines for the
site triangle.
FIRE DEPARTMENT: no issues
BUILDING DEPARTMENT: Please notify Ray when and where a home is being moved. A fence permit will
be required at no cost.
