Design Review Meeting
April 10, 2017
Applicant: Chubbuck Pride
Proposed site address: Hiline Road flower baskets
Present: Mayor England; Rodney Burch, Public Works Director; Paul Andrus, City Planner;
Randy Severe, Police Chief; Ray Griffin, Building Official; Merlin Miller, Fire
Marshal; Tom Holmes, City Attorney; Bill Guinn, Parks Supervisor; Nelli Simmons,
Office Administrator.
Deloy Stuart and Annette Baumeister of Chubbuck Pride Committee were in attendance to
discuss the possible project.
Meeting today is a plan review by Chubbuck Pride for flower baskets on Hiline Road.
Annette stated that last year was the trial run for flower baskets that were donated.
Community members asked how they could help and $2,500 has already been pledged. Tiff
District guidelines don’t allow this type of projects to be funded by CDA. Bigger baskets are the
plan with baby diapers in the bottom to require less watering. Baskets will be adopted by
citizens or businesses. Flags next to the basket would look great but brackets to hang are $100.
In the future other roads in the City would be a goal for beautification. The poles that can be
used are on Hiline and Yellowstone but the light poles on Chubbuck Road cannot be used.
Chubbuck Pride is using Valley Pride to handle the donations and depositing the money.
Deloy would like to see Chubbuck be more like other cities he visits with beautification but
there is a concern using tax dollars. Flags are 3’ x 7’ the event buys the flag and pays the City a
fee to hang and take down. Flags should not be a billboard. Changing Seasons is willing to sell
baskets to Chubbuck Pride at their cost. The banners to thank sponsors will be donated by
Deloy.
Burch stated Parks watered twice a day at approx. $1,500 a month in man power. Possibly
Council could allow beautification to be part of the City budget. Rodney will contact ITD and
Idaho Power for permission to use the poles on Chubbuck and Yellowstone next year.
Bill stated it’s a safety hazard in the round about to water flowers on those poles so there are 6
brackets that could be used elsewhere. Parks will help with the watering and will donate the
money to buy 4 banner brackets, approx. $400 to $500. The banners this first year will
announce the project sponsors and in the future years additional banners will be added that

will announce events and celebrations and sponsors will be placed on sign riders. Chubbuck
Pride wants to make sure the sponsors of this first year are recognized. In the future a temp in
the summer could be dedicated to the baskets.
Paul’s only concern is the City’s sign ordinance and telling someone yes and the next person no.
Those in attendance were excited about the project and agreed to move forward with the
understanding that businesses cannot advertise on the banners that they are for events.
