Design Review Meeting
March 27, 2017
Applicant: Idaho Central Credit Union
Proposed site address: vacated Burley Drive
Present: Mayor England; Rodney Burch, Public Works Director; Paul Andrus, City Planner;
Randy Severe, Police Chief; Ray Griffin, Building Official; Merlin Miller, Fire /Chief
Marshal; Tom Holmes, City Attorney; Nelli Simmons, Office Administrator.
Meeting today is a site plan review for ICCU modular buildings
Brandon Jackson from ICCU was in attendance.
The south end of the campus on Burley Drive is the site location. Burley Drive has been vacated.
These will be temporary 60 x 60 buildings. They will set up 1 now but put in infrastructure for a
second in case it is needed. Power route is being designed now and there will be a new service
to the sewer main with 1 water line splitting into 2 lines. Smaller cub cuts will be used.
2 to 3 year use is anticipated as temporary structure or structures. If they are still being used in
3 years Design Review will revisit.
PROJECT REQUIREMENTS
LANDSCAPING: Requirements for landscaping have been waived.
STRUCTURES AND SITE LAYOUT: Dumpster site will need to be decided and approved by the
City. The walls can be chain link fencing..
DRAINAGE: Stormwater drainage will be engineered and retained on site. Northeast corner of
the site will drain to the pasture. Stormwater drainage plan needs to be on the building plans.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass.
ENGINEERING: No platting is needed
FIRE DEPARTMENT: The 4400 Central Way address will be used. There will need to be a visible
letter, T was suggested, on the side of the building in sequence with the other new buildings on
campus.
BUILDING DEPARTMENT: Division of Building Safety at the State level inspects the modular
buildings which is scheduled for the end of April. City will inspect infrastructure and
connections.

BUSINESS LICENSE: in place
