Design Review Meeting
March 13, 2017
Applicant: Starr Corporation, Box 46, Twin Falls, ID 83303
Proposed site address: 147 Circle Inn
Present: Mayor England; Rodney Burch, Public Works Director; Paul Andrus, City Planner;
Bridger Morrison, City Engineer; Ken Quinn, Police Captain; Ray Griffin, Building
Official; Merlin Miller, Fire Marshal; Tom Holmes, City Attorney; Nelli Simmons,
Office Administrator.
Meeting today is a site plan review for changing some of the fencing around the building and
adding gates. One gate is manual opening with the second exit gate bring automatic. The
manual gate will be open during business hours.
Brad Schroder was in attendance from Starr Corporation. Poleline and Alameda is where their
office is now. They bought the old Park a Way RV building on Circle Inn. 6’ high chain link fence
with privacy slats will surround their yard. Large equipment will be stored in the yard when not
on a job site. Front area will also be fenced.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: no issues
TRAFFIC STUDIES, UTILITY STUDIES: not needed
OUTDOOR ADVERTISING: Ray will process the sign permit application. South east corner of the
lot is where the company sign will go. The store front will be moved to the east side of the
building and will have a sign on it.
LANDSCAPING: 5% of the paved area needs to be landscaped. A 10’ landscaping strip is required
on the street frontage. 1 tree every 50 feet needs to be planted, they can be clumped together.
Acceptable tree list was provided. Landscaping strip cannot go away. The grass can be changed
to rock.
STRUCTURES AND SITE LAYOUT: Landscaping plan where the company sign is on the south east
corner will need to be submitted to the City.
DRAINAGE: Stormwater drainage will be engineered and retained on site. Now it drains to the
wet well by O’Reilly’s. If more paving is done the storm water plan will need to be approved by
the City.
PRETREATMENT: No additional drains are being added.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass.
ENGINEERING: Platting has been done.
FIRE DEPARTMENT: Knox box will be required and a visible street address. Knox box needs to be
on the front of the building.
BUILDING DEPARTMENT: The electrical inspector needs electrical drawings, no stamp is
needed. No plumbing is involved in this project. There is not a separate fencing permit. It will be
included in the building permit application and permit.
POLICE DEPARTMENT: no issues
NONRESIDENTIAL WASTEWATER PERMIT: na
BUSINESS LICENSE: A business license application was emailed to Brad.
DEVELOPMENT AGREEMENT: na
