Design Review Meeting
February 27, 2017

Present: Mayor England; Rodney Burch, Public Works Director; Paul Andrus, City Planner;
Ray Griffin, Building Official; Merlin Miller, Fire Marshal; Tom Holmes, City
Attorney; Nelli Simmons, Office Administrator.

Meeting today is a site plan review for Soda Barn.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans. Customers cross Geronimo’s parking
lot before entering Soda Barn. Plans are to have an entrance in the future from Eagle Drive.
City Code requires they have 8 parking spaces. There is an agreement proposed with Geronimo
to use 4 of their spaces. There will need to be an attachment with the agreement to specify the
4 spaces they will use.
TRAFFIC STUDIES, UTILITY STUDIES: na
OUTDOOR ADVERTISING: Ray will process the sign permit application. Signage will be on the
two marquees and on the side of the building facing Chubbuck Road.
LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided. Swales
will be storm water drainage. Flowering pear trees will be planted.
STRUCTURES AND SITE LAYOUT: The plans need to show water and sewer. The building will look
like the shape of a barn.
DRAINAGE: Storm-water drainage will need to be engineered and retained on site. Paul at Xcell
Engineering will design. Storm water report needs to be submitted to the City for approval.
PRETREATMENT: An under the sink grease trap will be used. City will inspect at least once a
year. Food being sold is snack foods with only cookies being cooked on site.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. Lights will be
installed on the building to illuminate 4 parking spaces and the walk. Geronimo’s has lighting in
the parking lot.

ENGINEERING: Platting has been done. They are purchasing lot 14 and 30’ of lot 12 in Patriot
Square Commercial Subdivision.
FIRE DEPARTMENT: Knox box will be located by the back service door. Street address numbers
will be facing Chubbuck Road and Geronimo’s. Fire Hydrant locations are approved. 435
Chubbuck Road is Geronimo’s address. Sean in engineering will decide whether to do suite
letters or different addresses for each building.
BUILDING DEPARTMENT: Plans will go to Ray for approval. We need a copy of the agreement to
share the sanitation dumpster and parking space use with Geronimo’s when it is fully executed.
Utility building payment will need to be worked out between Soda Barn and Geronimo’s.
POLICE DEPARTMENT: No issues. There will be a barrier between the drive-thru and the sitting
area.
NONRESIDENTIAL WASTEWATER PERMIT: Will be required.
BUSINESS LICENSE: Will need to get an application from Paul.
DEVELOPMENT AGREEMENT: na
