City of Chubbuck
Design Review
November 16, 2015
Proposed site address: 4021 Poleline Road (Brick wall at Red Robin)
Present: Mayor England; Rodney Burch, Public Works Director; Paul Andrus, City Planner; Sean
Harris, Engineering Technician; Randy Severe, Police Chief; Ray Griffin, Building Official;
Tom Holmes, City Attorney; Nelli Simmons, Administrative Assistant, Councilman
Morrison
Meeting today is with City staff to discuss the landscape at the brick wall on the corner of Poleline Road
and Quinn Road.
PROJECT REQUIREMENTS
Paul let staff know that the new plans for the brick wall have no plantings between the boulders.
Landscape architect Bill Jackson informed Paul that they can’t get water to the plants so he would like to
plant above and below the wall.
Rodney explained that the Mayor in the last design review meeting told Bill Jackson that if the end result
looked as good as the picture they supplied the city would be ok with that plan. What they are
conveying now is not the same as what they presented in the September meeting.
Mayor asked if they were meeting the city’s landscaping requirements and they are not. 10’ of
landscape at the sidewalk level is required by city code and that is not being done.
Staff discussed that the plantings shown on the new plans are at the sidewalk level but there is little or
no room between the wall and the sidewalk for plants to fit.
Holmes suggested the higher ups in Farmer Holding be involved in this. Steve White from Farmer
Holding and Don Zebe are coming in this afternoon to meet with Rodney.
Final decision is they need to present a plan that is closer to what was first proposed. The second plan
submitted will not be approved.
