Steve Christensen, LCA Architects was on the conference call. Proposed site address: 4400 Central Way Present: Mayor England; Rodney Burch, Public Works Director; Paul Andrus, City Planner; Randy Severe, Police Chief; Ray Griffin, Building Official; Eric King, Fire Chief; Merlin Miller, Fire Marshal; Tom Holmes, City Attorney; Nelli Simmons, Administrative Assistant. Meeting today is a landscaping plan review for Idaho Central Credit Union campus perimeter changes. Curb cuts will be removed with utility improvements. A large burm will be built around the perimeter in the spring. They are planning to remove the sidewalk and add an asphalt meandering walking path thru the landscaping. Walking path will be public accessible. ICCU will take care of the snow removal and maintenance. The Fort Hall irrigation box on Burley Drive will need to have water brought to it. Fort Hall irrigation needs to be preserved in case it goes back into service in the future. This will be taken care of this fall. ICCU has 350 employees at this location with hopefully 800 to 1000 employees on this campus in the future. Water service on Evans Lane will need to be abandoned in the street. After visiting with city maintenance department Rodney will let them know if they can wait until spring. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans. There will be 3 accesses off of Central Way and 2 on Burley Drive. No access on Evans Lane because of it being more of a residential area. All 5 entrances will have counter balance pivot gates. A cul-de-sac will need to be built on Burley Drive where the road was vacated. TRAFFIC STUDIES, UTILITY STUDIES: (as requested) They will need to supply a traffic study before buildings can be built. ICCU plans to go ahead and have that done now instead of waiting. OUTDOOR ADVERTISING: Ray will process the sign permit application. LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided. Landscaping will consist of 1900 trees, shrubs and plants. Trees need to be provided for every 50’ of street frontage. STRUCTURES AND SITE LAYOUT: The walking path will be ADA approved. Asphalt path because concrete is $8,000 more. DRAINAGE: Stormwater drainage will be engineered and retained on site. ENGINEERING: Platting has been done. Dioptra is working on the application to rezone the entire campus to the same zone. FIRE DEPARTMENT: Knox box will be required at each gate. The visible address was discussed with the possibility of one street address for the entire campus and the buildings being lettered. BUILDING DEPARTMENT: Plans will go to Ray for approval. POLICE DEPARTMENT: ICCU will decide if they will supply the police with a fob or if a key pad at the gate would be best.
