Design Review
September 14, 2015
Applicant: CHB Development, 476 W 325 S, Bountiful, UT 84010
Proposed site address: Black Bear Diner, 190 Bullock Street, Lot 1 CHB Commercial Subdivision
– between Texas Roadhouse and Starbucks.
Present: Mayor England, Rodney Burch, Public Works Director: Paul Andrus, City Planner; Ron
Osborn, Building Inspector; Randy Severe, Police Chief; Eric King, Fire Chief; Merlin
Miller, Fire Marshal; Monte Mecham, Fire Department; Rich Morgan, City Clerk; Tom
Holmes, City Attorney; Nelli Simmons, Administrative Assistant, Kermit Morrison,
Councilman.
Stewart Ward from Dioptra is in attendance to represent the application. Meeting today is a site plan for
the restaurant.
NW corner lot will be the diner. Main doors are on the SE corner.
Current grading plan is being changed. Catch basins on each lot will be needed.
Lot 4 will be Freddy’s Frozen Custard and Steakburgers.
Dumpster will be on the north side of the building.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans. The city will need a copy of the cross access
agreement.
TRAFFIC STUDIES: na
OUTDOOR ADVERTISING: Ray will process the sign permit application. Sign for the entire site will be on
the northwest side by I-86. There may also be a sign on Bullock Street.
LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided. Landscape
ordinance was provided.
STRUCTURES AND SITE LAYOUT: Plan Complies
DRAINAGE: Stormwater drainage will be engineered and retained on site. A new grading site plan will
need to be submitted the city for engineering approval. 1,500 gallon grease interceptor is required. The
location is not known at this time.
PRETREATMENT: Can’t go from parking lot to infiltrators.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. There will need to be
lighting in the parking lot.
ENGINEERING: Platting has been done. Preconstruction meeting is required on infrastructure
improvements.

FIRE DEPARTMENT: Knox box will be required and a visible street address. Unsure if this will be a
sprinkled building. There will be a new water line built. Sewer line will be with Pocatello.
BUILDING DEPARTMENT: Plans will go to Ray for approval.
POLICE DEPARTMENT: No issues
NONRESIDENTIAL WASTEWATER PERMIT/BUSINESS LICENSE: Both are required
DEVELOPMENT AGREEMENT (where required): na
