Brady Smith from RMES was in attendance to represent the application. Meeting today is a site plan review. The proposed site is in the Shops at Pine Ridge Subdivision pads 2 and 3. There is a 4 unit building on pad 3 also being built and there will be a restaurant unit in it with a proposed drive thru. Each building will need its own dumpster. The truck is a front load vehicle and will need to line up with the dumpster. Rodney will supply Brady with the truck dimensions. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans. The parking requirement for a restaurant is 2 spaces for every 100 feet. Retail requirement is 1 for every 250 feet. A request can be made to City Council for an adjustment in parking requirements. OUTDOOR ADVERTISING: Ray will process the sign permit application. LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list and landscaping ordinance were provided. The sidewalk will need to continue along Quinn Road. The boulders look like they are on the 10’ required landscaping strip. The landscape strip needs to comply with city ordinance. Landscaping should be at street grade. Staff suggested they submit a proposal with how they plan to landscape for city approval. STRUCTURES AND SITE LAYOUT: Plan Complies. The 4-plex will be a 5800 square feet building. DRAINAGE: Stormwater drainage will be engineered and retained on site. PRETREATMENT: A 1500 gallon interceptor will be required for each restaurant. EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. There will be additional lighting that is not on the plans. ENGINEERING: City Council approved short plat June 3, 2015. FIRE DEPARTMENT: A visible street address is required. Panera Bread is a Poleline Road address, fire would like them all to be on the same street. Red Robin is a sprinkled building and will need a Knox box. The south building will need 2 Knox boxes. Dumpster enclosure will need to allow for front loading sanitation truck.
