Design Review
August 11, 2015
Applicant: Kimley-Horn and Associates, Inc. for Discount Tire
Proposed site address: 4200 Yellowstone
Present: Mayor England, Steve Smart, Public Works Director; Rodney Burch, Assistant Public
Works Director; Paul Andrus, City Planner; Randy Severe, Police Chief; Ray Griffin,
Building Official; Eric King, Fire Chief; Merlin Miller, Fire Marshal; Monty Mecham, Fire;
Rich Morgan, City Clerk; Nelli Simmons, Administrative Assistant.
Zach Johnson, civil engineer, from Kimley-Horn and Associates was in attendance to represent the
application. Meeting today is a site plan review. Proposed location is at the Pine Ridge Mall in between
Panda Express and Wells Fargo Bank.
Discount Tire has approximately 800 stores in 23 states. They do tire and wheels only. No service. The
plan is to lease the property from Farmer Holding. They would like to move forward as soon as possible
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: The existing accesses will be used. Parking will also have
shared access with Pine Ridge Mall and Wells Fargo Bank.
OUTDOOR ADVERTISING: Ray will supply the sign permit application.
LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided.
STRUCTURES AND SITE LAYOUT: Plan Complies. There are 6 bays facing south and 1 delivery door on the
southwest side of the building. There will be a one way drive aisle moving counter clockwise.
DRAINAGE: Stormwater drainage will be engineered and retained on site. They will utilize the existing
Pine Ridge Mall drainage.
PRETREATMENT: A 1500 gallon interceptor is required. Direct service into the sewer mainline is
required. Idaho Standards for Public Works Construction manual can be found on-line.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass.
ENGINEERING: Leased property does not require platting but they want to go through the process. City
Council is the first and third Wednesday of the month. Application needs to be in 2 weeks ahead of the
council meeting.
FIRE DEPARTMENT: Knox box will be required and a visible street address on the Yellowstone side of the
building. Sean will need to confirm the address.
Sprinkler riser room is in the back of the building so if you decide to put the control panel in the riser
room there will need to be a remote at the front door so the Fire Department can access the building.

BUILDING DEPARTMENT: Plans will go to Ray for approval. Staff suggests using a turning template to
ensure access as well as rotating the enclosure for better access for the sanitation truck. The gate on the
enclosure is not required.
POLICE DEPARTMENT: No issues
NONRESIDENTIAL WASTEWATER PERMIT/BUSINESS LICENSE: Both required
