HomeMy WebLinkAbout007.7.15 T MobileJ:\Planning\Design Review\MINUTES Design Review\2015\7.7.15 T Mobile.docx City of Chubbuck Design Review July 7, 2015 Applicant: T-Mobile Proposed site address: Stuart Park – 5161 Stuart Avenue Present: Rodney Burch, Assistant Public Works Director; Paul Andrus, City Planner; Police Chief; Ray Griffin, Building Official; Merlin Miller, Fire Marshal; Rich Morgan, City Clerk; Tom Holmes, City Attorney; Nelli Simmons, Administrative Assistant. Rocky Schutjer was in attendance to represent T-Mobile. Meeting today is a site plan for T-Mobile cell tower at Stuart Park. There is a Federal requirement for a National Environmental Policy Act NEPA report on the site for historical and environmental aspects. Rocky will supply the city a copy when completed. Work cannot start without the NEPA report. Geotechnical report is complete. Rocky will send a copy. Fiber optic cable and power is required for this tower. Subcontractors have not been decided yet. There are two power poles on the north of the site. Rocky has met with Idaho Power and they will design how they will supply the power to the tower. City staff recommended they to use the power pole to the west. Rocky will be the construction manager and he invited the city to their preconstruction meeting. The well house in Stuart Park is being replaced. Rodney will look into sending the plans to Rocky so they can match the cell tower structure to the new well house. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: No need for access to the park other than the existing parking on James. LANDSCAPING: Following the City Code with screening and landscaping. There will be 4 trees in the landscaping plan. Rocky Mountain Juniper would be a good fit. Sprinkler system will need to be rerouted. The corner area on the north will probably be river rock so no mowing will be required. Parks will work with Rocky to get a workable landscape plan for maintenance. STRUCTURES AND SITE LAYOUT: Plan Complies. There will be a 10’ solid gate and a 8’ masonry wall. The combination to access the building will be given to the city. Parks Department and Rodney will walk the site and let Rocky know what their feedback is. Elevation and grade should be a couple of inches higher than the sidewalk. EXTERIOR LIGHTING: No exterior lighting FIRE DEPARTMENT: No issues BUILDING DEPARTMENT: Plans will go to Ray for approval. NONRESIDENTIAL WASTEWATER PERMIT/BUSINESS LICENSE: NA DEVELOPMENT AGREEMENT (where required): NA There is a lease agreement in place.
