Design Review

Applicant: ALC Architecture – 1119 East State #120 – Eagle, ID 83616
Proposed site address: 4010 Yellowstone Ave (Green T)
Present: Mayor England, Steve Smart & Rodney Burch, Public Works Directors; Paul Andrus, City
Planner; Randy Severe, Police Chief; Ray Griffin, Building Official; Eric King, Fire Chief;
Merlin Miller, Fire Marshal; Monty Mecham; Rich Morgan, City Clerk; Tom Holmes, City
Attorney; Nelli Simmons, Administrative Assistant.
Jeff Meyer and Luke Jolley were in attendance to represent the application. Meeting today is a site plan
review for Popeyes Louisiana Kitchen and an 11,118 sq. foot retail pad in the Hillman Crossing
Subdivision. The Green T building will be demolished.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: There is 1 radius egress on Yellowstone, 1 on Quinn Road
and 1 on Poleline Road. Steve asked for entrances to be shown better on the plans. Restaurants require
2 parking spaces for 100 square feet and retail requires 1 parking space for 250 square feet. A request
for fewer parking spaces can be presented to the City Council.
OUTDOOR ADVERTISING: Ray will supply the sign permit application.
LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided. Requirement is a
minimum of 1 tree for every 50 feet of street frontage.
STRUCTURES AND SITE LAYOUT: Water will be pulled off of Poleline. The old water line will have to be
abandoned and a new service brought in. Every tenant will be required to have a separate water meter.
DRAINAGE: Stormwater drainage will be engineered and retained on site. Steve stated stormwater
drains north to south on this site. Popeyes will need to retain on site. No runoff allowed in the streets.
Underground disposal will be required for the entire site. Far East corner might work well for a storm
drainage area. City will need to see plans for storm drainage.
PRETREATMENT: 1500 gallon grease trap for each restaurant or plumbing code requirement.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass.
ENGINEERING: Platting has been done, Hillman Crossing Subdivision.
FIRE DEPARTMENT: Knox box will be required and a visible street address. Address needs to be decided
for Popeyes. One address for the strip mall with suites would be fine. 1 Knox box for Popeyes and 2 for
the strip mall at the entrances will be required. At least 1 hydrant needs to be added to the site.

BUILDING DEPARTMENT: Plans will go to Ray for approval. Sanitation dumpster will need to be
accessible for the front loading truck. Separate demo permit for the building requires hazard assessment
and asbestos abatement. Will billboards be staying on site?
POLICE DEPARTMENT: No issues
NONRESIDENTIAL WASTEWATER PERMIT/BUSINESS LICENSE: Both will be required. Paul has the
applications. All businesses in the strip mall will need business licenses.
