Proposed site address: Lot 1 Block 1 Pine Ridge Mall – 4031 Poleline Road

Administrative Assistant; Councilman Morrison
Meeting today is to discuss site development to build a new building for Panera Bread. Brady Smith from Rocky
Mountain Engineering and Survey, 2043 East Center, Pocatello, ID 83201 is representing Panera Bread.
Smart explained that because of water studies that have been done there is a 12” water line that needs to be extended
to Poleline Road. An 8” line needs to be staged into the ring loop that goes around the building to strengthen the fire
flow at the mall. The city, the mall owners and the developer will need to work together.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans, access off of Yellowstone is right-in only. There will be access
off of Quinn Road with 2 more building site pads.
OUTDOOR ADVERTISING: Ray will supply the sign permit application. Plan now is a sign on the outside of the building.
LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided.
STRUCTURES AND SITE LAYOUT: City Code requires 102 parking places unless City Council approves an adjustment. They
have 74 spaces now.
DRAINAGE: Stormwater drainage will be engineered and retained on site.
PRETREATMENT: Grease interceptor needs to be 1500 gallons.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass.
ENGINEERING: Short plat needs to go to City Council. NOI also is required.
FIRE DEPARTMENT: Knox box will be required and a visible street address. The address will be 4031 Poleline Road. The
building will be required to be sprinkled and sprinkler plans need to be reviewed by the State.
BUILDING DEPARTMENT: Ray has the plans to review for approval. Dumpster location will be moved to the north for
access straight from the parking isle.
POLICE DEPARTMENT: No issues
WASTEWATER PERMIT/BUSINESS LICENSE: Will be required.
DEVELOPMENT AGREEMENT (where required): There is a possibility of an agreement.
