Design Review
March 3, 2015
Applicant: Bryan Moon
Proposed site address: Lot 1 Block 1Tanabell Subdivision on Clover Dell Road
Present: Mayor England, Steve Smart, Public Works Director; Paul Andrus, City Planner;
Randy Severe, Police Chief; Ray Griffin, Building Official; Eric King, Fire Chief; Merlin
Miller, Fire Marshal; Rich Morgan, City Clerk; Tom Holmes, City Attorney; Nelli Simmons,
Administrative Assistant; Councilman Morrison.
Bryan Moon and Jamie Bell were in attendance to represent the application.
Meeting today is a site plan review for an office building and an industrial shop for TanaBell. One
building will be corporate offices while the second building will have storage in one half and a training
facility in the other half. Applicant may want to consider changing the zoning from Industrial (I) to
General Commercial (C2) rather than needing to take a Conditional Use Permits out for each building’s
use. Zoning change takes 60 to 90 days. The first step is going before the Land Use Commission. The
meetings are the second Tuesday of the month having a deadline of 29 days prior to the meeting to
have your application in to Paul.
Building plans are being drawn now.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans. The city requests that a 20’ radius approach
be used in the entrance into the parking lot.
OUTDOOR ADVERTISING: Ray will supply the sign permit application. Unlighted sign on the building is
the plan.
LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided. Trees need to be
planted every 50’ along the roadway. They can be bunches together. Landscape ordinance was provided
by Paul.
STRUCTURES AND SITE LAYOUT: Plan complies
DRAINAGE: Stormwater drainage will be engineered and retained on site. Smart explained that it is
imperative that Stormwater management is maintained on site. Applicant will need to show the city
how it will be managed.
PRETREATMENT: Not needed, there are no floor drains, only domestic waste. No cooking facility in the
office area.
EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass.
ENGINEERING: Platting has been done with a short plat.

FIRE DEPARTMENT: One Knox box will be adequate for both buildings as long as both buildings are
under their control. There needs to be a visible street address. Individual addresses for each building is
the plan with suite numbers. There is a fire hydrant across the street on Clover Dell Road.
BUILDING DEPARTMENT: Plans will go to Ray for approval. Residential carts for sanitation will be used.
An erosion plan will need to be submitted. Ray will give them an example.
White vinyl fence will be on 3 sides.
POLICE DEPARTMENT: No issues
BUSINESS LICENSE: Paul will help you with that application.
