Meeting today is to discuss new construction of a 3,433 square foot restaurant on the pad between Panda Express and Wells Fargo Bank at the Pine Ridge Mall. Tamara was here representing the application. They are planning 8 locations in Idaho. Meridian and Nampa will be the first locations. The Winco Center in Idaho Falls will be after Chubbuck and then they will move to northern Idaho. Projected start date is this summer. Steve Smart explained that there is a water line that encircles the mall. City would prefer they pull the water from that line rather than go out into Yellowstone Avenue. Sewer will be off the line that drains through the mall property to Quinn Road. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: Access will be off of the Pine Ridge Mall. Parking space requirement is 69. Cross Access Agreement with the mall may be helpful with the parking requirement because of the drive thru or City Council could adjust the parking required if it can be shown that the demand is lower. The ratio is 2 parking spaces for each 100 square foot of building. OUTDOOR ADVERTISING: Ray will supply the sign permit application. LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided by Paul. STRUCTURES AND SITE LAYOUT: Plan Complies DRAINAGE: Stormwater drainage will be engineered and retained on site. PRETREATMENT: Grease interceptor is required. EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. ENGINEERING: Platting will need to be done with a short plat if they decide to buy the land. FIRE DEPARTMENT: Knox box will be required and a visible street address. There are no plans to be a sprinkled building. A dumpster location will need to be decided. The dumpster is required to be enclosed on a minimum of 3 sides. Questions can be addresses to Ray. POLICE DEPARTMENT: No issues NONRESIDENTIAL WASTEWATER PERMIT: Is required. Paul will help you with the permit. BUSINESS LICENSE: Is required along with the contractors working on the building.
