Living Waters Christian Fellowship Church had a Design Review meeting on May 29, 2007. In the list of requirements there were not enough parking spaces to accommodate the congregation. 1 parking space for every 5 seats is the city code requirement. 23 parking spaces have been added giving them a total of 33 meeting city code. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans. There is one main access to the church off of Valenty Road. The radius for the approach will need to be 20’. OUTDOOR ADVERTISING: Ray will issue the sign permit. LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list will be provided by Paul. STRUCTURES AND SITE LAYOUT: Stormwater and site layout will be submitted to Sean. Building plans will be submitted to Ray. DRAINAGE: Stormwater drainage will be engineered and retained on site. Steve commented that the entire site drains from the west to the east. The back parking lot will need to be designed around that drainage. A landscape grassy swale with underground infiltrators may be the best design. Sean could help with that decision. PRETREATMENT: Not needed, there are no floor drains, only domestic waste. EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. ENGINEERING: Short plat will be required and will go thru City Council for approval. The deadline for the application is September 24, 2013 in order to be on the agenda for the City Council meeting on October 8, 2013. FIRE DEPARTMENT: Knox box will be required and a visible street address. There is a fire hydrant across the street. Eric will double check the location of the fire hydrant. BUILDING DEPARTMENT: Building permit for the new building will be submitted to Ray along with the plans. When the basement is finished another permit will need to be issued. POLICE DEPARTMENT: No issues NONRESIDENTIAL WASTEWATER PERMIT/BUSINESS LICENSE: NA CONDITIONAL USE PERMIT: A Conditional Use Permit will be required through the Land Use Commission. The permit can go to the October 1, 2013 Land Use meeting if the application is in by September 3 at 8:00 am. This will be a Public Hearing and the decision will be made by the Land Use Commission.
