HomeMy WebLinkAbout6.25.13 Rodd BrazeltonCity of Chubbuck Design Review June 25, 2013 Applicant: Rodd Brazelton Address: 608 Sequioa, Chubbuck, ID 83202 Present: Steve Smart, Mayor England, Paul Andrus, Randy Severe, Tom Holmes, Ray Griffin, Eric King, Merlin Miller, Eric Jablonski, Nelli Simmons Rodd Brazelton would like to open a car lot, About Time Auto Sales, on the paved area at 5008-5012 Yellowstone, Chubbuck, ID 83202. Rodd was in attendance to represent the application. He is trying to lease the property on a 30 day vacate contract because the land will remain for sale. Rodd has been in the auto business for about 32 years. For 15 years he was the Sales Manager at Cole Chevrolet and worked at Hadley House of Wheels for a number of years before that. ABC Auto in Chubbuck is his brother. Rodd has attended school in Nampa to be a car dealer but there is a 30 day waiting period before the State will licenses him after they receive his application. There is drainage to the NE corner that appears to be a drywell. East end of the property there is a 20x20 concrete pad where he would like to have an office. State requirements for car dealership: Telephone File cabinet Signage either 4’x6’ or 3’x8’ Have at least 5 automobiles, plans are for 15 No plans for employees with exception of wife helping out. Rodd said he visited with Ron Osborn, building inspector. Steve commented that Ron is classifying the building as an accessory structure because it is less than 200 sq feet. Building features: 12x12, 2’x6’ construction with a slanted roof, pressure treated plywood Inside wiring is in conduit Ceilings are 10’ tall 2 3’x3’ windows in each side, a windowed door and a 3’x6’ window in the front Propane will be plumbed and an electric wall furnace Satellite TV 5/8” fire rock, lighted exit sign, knox box, fire extinguisher Plumbed for a sink and a toilet and hopes to use the existing lines, the concrete pad may need to be cut into Holmes mentioned typically the City requires a permanent building with landscaping in the front. At the Quick car lot Cruise for Less at 230 East Chubbuck Road a temporary structure was allowed for a short time but a permanent structure was later built. The same instance came about with Crossroads RV at 5240 Yellowstone. In part the permanent structure would need a foundation. Mayor is concerned with the standards that need to be met. Even on a temporary basis the land needs to be cleaned up. Rodd does not want to be the groundskeeper for the other 4 acres but assured the committee that the area would definitely look better with him on site then it does today. Electrical and plumbing would be separate permits issued by the City of Chubbuck. Ray and Ron will need to research the city codes and meet with Rodd tomorrow. Contact number is 317.1181 PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: Current lay-out OUTDOOR ADVERTISING: Ray will issue the sign permit. The plan is to have 3 sides of the building will have signage. LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided. STRUCTURES AND SITE LAYOUT: Site is acceptable. Building will need approval by building department. DRAINAGE: Stormwater drainage will be maintained as it is presently designed. PRETREATMENT: Not needed, there are no floor drains, only domestic waste. EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. Only a lighted sign on the front of the building will be used. ENGINEERING: NA FIRE DEPARTMENT: Knox box will be required and a visible street address from Yellowstone. Making sure the numbers are a contrasting color. BUILDING DEPARTMENT: Plans will go to Ray for approval. POLICE DEPARTMENT: No issues NONRESIDENTIAL WASTEWATER PERMIT/BUSINESS LICENSE: Will need business license before opening. Plan two weeks for approval. DEVELOPMENT AGREEMENT (where required): If the building is approved by Ray, Tom suggests allowing a temporary structure until June 1, 2014. Permit will be on a temporary basis with landscaping required within 30 days of moving in, with greening and watering the area.
