HomeMy WebLinkAbout10.8.13 Tire DiscounterCity of Chubbuck Design Review October 8, 2013 Applicant: Design West Architects Proposed site address: 4534 Yellowstone Avenue Present: Steve Smart, Mayor England, Paul Andrus, Randy Severe, Ron Osborn, Eric King, Merlin Miller, Rich Morgan, Nelli Simmons Dalen Young, General Contractor for the project Todd Coles, Store Manager for the Chubbuck store Steve Stock, General Manager of Associated Tire Stores Christie Stock, President of Associated Tire Stores with locations in Wyoming and Utah Design West Architects is proposing to remodel the old Eddy’s Bread into an automotive tire service store called Tire Discounter. There will be a new exterior remodel with minor interior changes. There is a possibility of 8 total service bays located in the former bread truck loading bays. The showroom and sales area will be remodeled. Christie explained they sell major brands of tires and keep prices lower than major box stores. They have a nationwide guarantee. They have state of the art equipment with all technicians being ASE certified. All of the service work is guaranteed and the building will have a first class look. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans. The existing ingress, egress, and off street parking is adequate for the new occupancy use. The 30’ easement on the recorded plat on lots 3 and 4 allows access to Central Way. The drawings submitted shows incorrect easements. Mayor explained that Central Way will be busier in the near future after Idaho Central Credit Union builds the second building. Now is the time to think about the landscaping and how to handle the back of the building. OUTDOOR ADVERTISING: Sign permit will need to be from Ron. Signage will include a 2’x6’ Michelin, 2’x6’ Goodyear and a 6’x6’ electronic signs using the existing signage. They would also like to include community events on the electronic sign. Mayor suggested joining the Chamber of Commerce to get their community calendar. LANDSCAPING: 5% of the paved area needs to be landscaped. Tree list was provided. The existing landscaping will remain the same. STRUCTURES AND SITE LAYOUT: Plan Complies. There is adequate parking per city parking requirements. The previous submitted approved site plans indicates 19 parking stalls when only 16 are required. Dave Williams is willing to rent them a couple of parking spots if they find that they need them. Behind the building where the scrap trailer would be parked they would like to put a privacy fence and a gate so the trailer and the scraps will not be visible. It was determined that the city’s 3 yard dumpster would work and be able to be in the fenced area out of sight. DRAINAGE: Stormwater drainage will be engineered and retained on site. There is an existing onsite surface drainage drywell system with the design capacity of 8415 gallons. Interceptor is on site. It is cleaned weekly and the sledge is hauled off by Safety Kleen. They have an office at 5795 Industry Way here in Chubbuck. PRETREATMENT: Application paperwork was supplied to Paul. There is an existing onsite oil/silt separator system located in the bay areas. EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. ENGINEERING: Platting has been done. FIRE DEPARTMENT: 3200 series Knox box will be required and a visible street address. BUILDING DEPARTMENT: Plans and electrical drawings will go to Ray for approval. The building will receive minor modifications including 2 store front windows that will be cut in on the west side of the building. Dalen Young will fill out the building permit application. POLICE DEPARTMENT: No issues BUSINESS LICENSE: A business license is in the process and pending approval of the city.
