HomeMy WebLinkAbout10.8.13 Small World AcademyCity of Chubbuck Design Review October 8, 2013 Applicant: Curtis Silva Proposed site address: 5325 Yellowstone Avenue Present: Steve Smart, Mayor England, Paul Andrus, Randy Severe, Eric King, Merlin Miller, Rich Morgan, Nelli Simmons Design Review Application is to approve a residential home located at 5325 Yellowstone Avenue be used for a daycare center, Small World Academy. Curtis’s wife and mother have had a daycare in Pocatello for 30 years. He is here to represent the application because they are with the children at the daycare. Mr. Silva wants it on record that 49 children will be allowed in the daycare if the garage is not used. He has a concern that Pocatello and Chubbuck Fire Departments will combine and that allowed number will change. Mayor said it has been discussed to combine the 2 departments but if it does happen it will be 1 entity to be served by both cities. Merlin Miller mentioned that the city codes do change. PROJECT REQUIREMENTS TRAFFIC SAFETY AND TRAFFIC CONGESTION: As per plans. Steve Smart explained that the right-of-way on Adams Street needs to be preserved. OUTDOOR ADVERTISING: Ray will supply the sign permit application. LANDSCAPING: There is adequate landscaping at this time. STRUCTURES AND SITE LAYOUT: The entire backyard will be fenced with a combination of cedar and chain link. There are an adequate number of parking spaces. DRAINAGE: Existing is working. PRETREATMENT: Not needed, only domestic waste. EXTERIOR LIGHTING: Lighting is required to be shielded to prevent light trespass. ENGINEERING: Platting has been done. FIRE DEPARTMENT: Smoke detectors, fire extinguishers, gas fireplace in the kitchen need to be addressed. Maintenance on the back door needs to be done. Keep in mind that the trees can not obstruct the address numbers on the side of the home from being seen from the road. BUILDING DEPARTMENT: Plans will go to Ray for approval. POLICE DEPARTMENT: No issues. Randy suggested Mr. Silva visit with Elizabeth or Detective Jean Higgins to ensure the 49 allowed children is in agreement with the Fire Department. Fire Department is based on the square footage where the Police Department is ratio based. Chubbuck City Police Department is diligent with the inspections of daycares.
