PROJECT REQUIREMENTS
Today’s meeting is to get an update on the progress of building a 150 unit multifamily housing project called Hawthorne Garden Apartments at 4170 Hawthorne Road. The project includes
parks, paths, recreational facility, basketball courts and pool.
Mall Access Road is still in limbo. Shopko is not in favor of allowing the apartment residence to use the road. Even if the access is for emergency only with a gate closure all of the
anchor stores have to agree. The plan to get around the legal is to cut in the access road after the Certificate of Occupancy is issued and HUD is out of the picture but Shopko still
needs to give their ok. Even if General Growth, Pine Ridge Mall, dedicate the access road to the city permission is required from anchor stores. Herberger has not occupied their space
yet so they are not in the decision process.
The design, at this point, has not changed.
Jeff will email the contact info to the Mayor so a letter can be written to Shopko to thank them for being part of the community.
A letter to General Growth to consider dedicating the access road to the City will be drafted with relinquishing them of any cost if in the future a traffic signal is installed. Because
it is a “T” intersection it is doubtful a signal would be in the future.
Mayor asked if the permits and plans were approved by Fort Hall to modify the canal. Hawkes assured the Mayor they are.
Ridge Wind access has been discussed with them but because of the timing issue there has not been a final decision.
Mayor asked for a time line:
July 28, 2012 is the deadline for the submission of the final application to HUD.
45 days, typically, HUD will respond to the application for final approval for funding.
HUD will fund by October 15, 2012.
There is the possibility to apply for a 90 day extension.
