Today’s meeting is to discuss Mr. Nalder’s development plan for the lot on Brook Lane, including fencing.
Mr. Nalder explained he has constructed a fence, poured a sidewalk and placed gravel for a parking lot. A pine tree was salvaged but he has not hooked into the water.
PROJECT REQUIREMENTS
TRAFFIC SAFETY AND TRAFFIC CONGESTION: No issues
OUTDOOR ADVERTISING: If you decide to have a sign the permit will need to be obtained from Ray.
LANDSCAPING: Tree list will be provided. Tom Holmes explained that if there is a screening fence there are fewer complaints from residents.
STRUCTURES AND SITE LAYOUT: No structures are planned at this time.
DRAINAGE: Stormwater drainage will be engineered and retained on site when hard surfaces are installed.
PRETREATMENT: No building.
EXTERIOR LIGHTING: If lighting is added it is required to be shielded to prevent light trespass.
ENGINEERING: Platting has been done
FIRE DEPARTMENT: Knox box will be required and a visible street address if a building is built in the future.
BUILDING DEPARTMENT: Plans for a future building will go to Ray for approval.
POLICE DEPARTMENT: No issues
NONRESIDENTIAL WASTEWATER PERMIT/BUSINESS LICENSE: No issues
DEVELOPMENT AGREEMENT: Discussion on a recorded contract that would allow Mr. Nalder to have water usage for the landscaping until the time a building is built. If the water was available
more trees could be planted in the 10’ landscape strip in the front of the property. Steve Smart and Tom Holmes will draft an agreement with a charge for the meter, approx $300.00 but
with no connection fees until a building is built. Rich explained there would be a $100.00 deposit. Mr. Nalder would pay only for water based on the water used.
