CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Hernandez
INVOCATION: Pastor Jim Jones Blazing Grace Church.
COUNCIL PRESENT: Roger Hernandez, Norman Reece, and Dan Heiner,
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public
Works Director Bridger Morrison, Community Services Director Devin Hillam, Development
Services Manager Sean Harris, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human
Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
Mayor England excused Councilmember Melanie Evans from the meeting.
APPROVAL OF MINUTES: August 17, 2022.
Councilmember Heiner motioned for approval of the Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
PROCLAMATIONS:
1. Kind Community.
Councilmember Heiner read aloud a proclamation.
2. National Recovery Month
Councilmember Hernandez read aloud a proclamation.
3. Constitution Week
Mayor England read aloud a proclamation
GENERAL BUSINESS:
Acceptance of Offer of Dedication for Brookstone Estates Div. 9.
(Council will discuss if all city requirements have been inspected and completed.
Development Services Manager Sean Harris stated that all city requirements had been
inspected and completed and recommend approval.
Councilmember Heiner motioned for acceptance of offer of dedication for Brookstone Estates
Div. 9. Councilmember Reece seconded motion for acceptance.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
2. Acceptance of Offer of Dedication for Northside Crossing Div. 2.
(Council will discuss if all city requirements have been inspected and completed).
Development Services Manager Sean Harris stated that all city requirements had been
inspected and completed and recommend approval.
Councilmember Reece motioned for acceptance of offer of dedication for Northside Crossing
Div. 2. Councilmember Hernandez seconded motion for acceptance.
Roll Call: Heiner -yes, Hernandez -yes, Reece -yes, motion passed.
3. Approval of the FY23 Health Plan Trust Contribution.
(Council will discuss the City's contribution to the health plan trust).
Scott Gtunmersall presented the financial status of the City's Health Plan Trust and
explained that the State Department of Insurance is requiring that the Trust carry 3 times
the monthly contribution in the fund balance.
Councilmember Reece motioned for the approval of the FY23 Health Plan Trust Contribution,
conditional upon the Idaho Department of Insurance's approval of funding contributions.
Councilmember Heiner seconded the motion.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
4. Adoption of Resolution 2022-06 Accrue Forgone Property Taxes.
(Council will discuss the intent and purpose of collecting forgone taxes)
City Treasurer Rich Morgan stated that when he calculated the 2% budget increase
that was adopted by the City Council on August 17, 2022 there was an additional $2,038
available as foregone property taxes.
City Attorney Ryan Lewis stated that it was his recommendation to bring this
amended resolution before the council.
Councilmember Hernandez motioned to adopt resolution 2022-06 to accrue $69,571 as foregone
property taxes. Councilmember Reece seconded motion for adoption.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
5. Approval of Renewal of Annual Appropriation Certificates of Participation Series 2019.
(Council will discuss the renewal of the annual appropriation lease certificates of participation series
2019).
City Treasurer Rich Morgan presented a renewal of the annual certificates of
participation series 2019. Mr. Morgan stated that these certificates are the funding
resource for the City Hall, Police Station remodel, and the new Animal Control Facility;
these certificates will need to be renewed on an annual basis.
Councilmember Hernandez motioned for the renewal of the annual appropriation certificates of
participation series 2019.
Councilmembcr Heiner seconded motion for renewal.
Roll Call: Heiner -yes, Hernandez -yes, Reece -yes, motion passed
CLAIMS:
1. City of Chubbuck claims for September 7, 2022 as presented to Mayor England and
Council.
Councilmember Hernandez motioned to approve the City of Chubbuck Claims as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, motion passed
