Council Meeting Minutes

CALL TO ORDER: Mayor England.
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Reece
COUNCIL PRESENT: Norman Reece, Roger Hernandez, Melanie Evans, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public
Works Director Bridger Morrison, Police Chief Bill Guiberson, Development Services Manager
Sean Harris, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City
Treasurer Rich Morgan, and City Clerk Joey Bowers.
APPROVAL OF MINUTES: May 18, 2022.
Councilmember Hernandez motioned for approval of the Council Meeting minutes.
Councilmember Reece seconded motion for approval of minutes.
Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
GENERAL BUSINESS:
Approval of Bilyeu Estates Div. 8 Final Plat and the findings, facts and conclusions
of law. (Council will discuss the application and if it meets City code).
Brady Smith from Rocky Mountain Engineering represented the applicant. Mr.
Smith presented an application for 13 single family residential lots.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and appears to meet the standards of Titles 16, 17 and 18 of
City Code, and recommended approval.
Councilmember Hernandez motioned to approve Bilyeu Estates Div. 8 Final Plat as presented,
including the findings, facts and conclusions of law as presented by City Staff.
Councilmember Evans seconded motion for approval.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
2. Approval of Firework Permits for 2022.
(Council will discuss the applications and if they meet city code).
City Clerk Joey Bowers presented the firework permits for 2022.
Councilmember Reece motioned for approval of firework permits for 2022, contingent on
required payment for permit fees, and final inspection from the Fire Department.
Councilmember Heiner seconded motion for approval.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed.
3. Approval of Change Order 2 for the New Day Parkway Phase 2 Improvement Project.
(Council will discuss a change order for the New Day Parkway bid).
Interim Public Works Director Bridger Morrison presented two changes for the
New Day Parkway improvement project. Those changes included a portion of the
storm drain system was lowered to allow the system to better drain, and the City had
requested for an additional conduit to be installed across New Day Parkway.
Councilmember Evans motioned to approve the change order in the amount of $3,895 for the
New Day Parkway Improvement Project.
Councilmember Heiner seconded motion for approval.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed.
CLAIMS:
City of Chubbuck claims for June 1, 2022 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Evans seconded motion for approval.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
ADJOURN: Mayor Kevin England adjourned at 6:11.
