HomeMy WebLinkAbout09 27 2005 CM207 COUNCIL MEETING MINUTES September 27, 2005 Minutes of a regular meeting held at the Chubbuck City Council Chambers, September 27 "', 2005. Present: Council members Kent Kearns, Leroy S. Quick, Marvin C. Gunter; Attorney Thomas J. Holmes and Secretary Myrna Crapo; Public Works Director Steven M. Smart. Meeting was called to order at 7:30 p.m. by Councilman Kent Kearns. PLEDGE ALLEGIANCE TO THE FLAG was led by Michael Ponkow. INVOCATION was given by Councilman Marvin Gunter APPROVAL OF MINUTES - Councilman Kearns asked for corrections and additions to the Regular Meeting Minutes of August 23`d, 2005. Councilman Marvin Gunter moved to approve the Minutes of September 15, 2005, Councilman Leroy Quick seconded. All council members voted in favor of motion. GENERAL BUSINESS - 1. Day Care License Application - Mary Harris, 5195 Cole, Chubbuck, Idaho has applied for a day care license to operate a day care facility at 5195 Cole. Marvin Gunter moved to approve the day care application for Mary Harris, 5195 Cole; Leroy Quick seconded. Councilman Gunter, yes; Councilman Quick, yes; Councilman Kearns, yes. 2. Memorandum of Understanding for the Child Advocacy Center - Chief of Police Randy Severe. A facility that would provide counseling for victims and their family. All of the facilities would be under one roof and be more effectively handled. They are applying for a second grant. In applying for this second grant they have been asked to have a memorandum of understanding drawn up and submitted with the application. All agencies involved needs to sign the memorandum. The memorandum has already been signed by the mayor. It is not committing us to an amount for us to have to come up with. 209 COUNCIL METING MINUTES - (cont.) September 27, 2005 Councilman LeRoy Quick requested that the minutes reflect that we are not making a monetary commitment for continuing support. 3. Review of water rights and possible purchase of additional water rights- Steve Smart A water rights broker contacted Steve and had 800 acre feet for sell for $390,000.00. He would take care of the litigation. He would want $25,000 earnest money to begin the process. It would take 6 months or more for the ownership and diversion to be transferred. The balance would be due on the finalized transfer. Steve in doing research found that $300.00 an acre is more appropriate price to pay for the water. Marvin Gunter moved to table it for awhile for study or to investigate. LeRoy Quick seconded. All voted in favor. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. "^ Leroy Quick moved to authorize the mayor to play the claims. Marvin Gunter seconded. All voted in favor. Richard Marley asked that the mud on the corner of Gloria and Cole from a water break last winter be cleaned up. They were promised that the mud would be cleaned up when it dried out. Marvin Gunter asked if the roundabout would be lighted. We need a street light or reflective tape. We could use a reflective arrow showing the direction of the turn. Rob Ray asked about Mountain Park and Hiline and Park Meadows intersection and what the city has planned. The city has several options they are looking at such as a round - about, or a signal. The council had received a packet from the Department of Health and Welfare concerning air contamination health consultation for the eastern Michaud contamination site. Councilman Kearns made the information available to those in attendance. Marvin Gunter moved to adjourn at 8:05 pm; LeRoy Quick seconded. All voted in favor.
