Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Student Council member Josh Madsen was present. Meeting was called to order at 7:30 p.m. by Mayor John O. Cotant. PLEDGE ALLEGIANCE TO THE FLAG was led by Josh Madsen. INVOCATION was given by Council member Leroy S. Quick. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the regular meeting minutes of September 27t ", 2005. Councilman Kearns moved to approve the regular meeting minutes of September 27", 2005 with correction of typos, Councilman Quick seconded. All council members voted in favor of motion. PARK ACCEPTANCE FOR BLOCK 7 OF RE -PLAT OF BRIARWOOD ESTATES SUBDIVISION - Mayor Cotant stated this park was built by the residents on Briarwood Street. Mayor Cotant suggested the City accept the park. PWD Smart said he contacted the Briarwood Home Owners Association and they do not plan on doing anything with the park because of the risk they would have if playground equipment is added. PWD Smart said the developer will install the sidewalk. Councilman Quick moved the City accept the park, Block 7 of the Briarwood Estates Subdivision, Councilman Kearns seconded. All council members voted in favor of motion. 2004 -2005 FISCAL YEAR AUDIT - Deaton & Company presented a quote of $7,000. Councilman Quick moved to authorize Mayor Cotant to enter into contract with Deaton & Co for the 2004 -2005 Fiscal Year Audit, Councilman England seconded. All council members voted in favor of motion. 213 COUNCIL MEETING MINUTES - (cont.) October 11th, 2005 COUNCIL MEETING OF NOVEMBER 8T", 2005 IS ELECTION DAY - Mayor Cotant suggested the Regular Council Meeting of November 8th, 2005 be moved to November 9th, 2005 at 7:30 p.m. There will be a Special Meeting at 6:30 p.m, November 9th, 2005 for the Council to Canvas the Votes. Councilman Quick moved to move the regular scheduled meeting of November 8th, 2005 to Wednesday, November 9th, 2005 at 7:30 p.m, Councilman England seconded. All council members voted in favor of motion. There will be a Special Meeting, November 9th, 2005 at 6:30 p.m, Council will Canvas the Election Votes. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman Gunter moved to approve computer print -out claims as presented, Councilman Quick seconded. All council members voted in favor of motion. GENERAL DISCUSSION - 1. League of Women's Voters Candidate Forum, October 17th, 2005 at 7:00 p.m. Chubbuck City Council Chambers. 2. Rich Marley, 5150 Stuart Ave suggested that due to all costs increasing, Mayor Cotant and Council look at discounting the minimum water charge of $14.00 to nothing for residents 60 and older. Mayor Cotant said the City will review this request. Councilman Kearns stated Mary and Mark Bunce donated $250. To the Chubbuck Tree Committee. Councilman Quick stated Mary and Mark Bunce are good Chubbuck Citizens. 4. Mary Bunce, 755 E. Chubbuck Road reported election signs being stolen.
