CALL TO ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Melanie Evans, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Rodney Burch, City Engineer Bridger Morrison, Planning & Development Director
Devin Hillam, Planning Manager Don Matson, Police Chief Bill Guiberson, Fire Chief Merlin
Miller, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
Mayor England excused Councilmember Norman Reece from the meeting.
GENERAL BUSINESS:
1. Discussion. on Parks Capital Improvement Plan and Potential use of Parks Impact Fees.
Public Works Director Rodney Burch presented the Parks Capital Improvement Plan.
Mr. Burch also presented potential projects that may be added to the Parks Capital
Improvement Plan. The Parks Department is currently looking for grants to use with the
collected impacts fees throughout the community. Mr. Burch also asked to rename the
Espie Park water education center after long time parks superintendent Bill Guinn.
The Council asked City Staff to work on a concept to expand the New Day Parkway
Skate Park/ Commercial Area concept plan along Ellis Elementary and incorporating an
area as a dog park within the Miller Park master plan.
2. Discussion on Disposing of Park Property in the Grove Subdivision.
Public Works Director Rodney Burch presented that the Grove Subdivision has two
"Park" areas that serve no public purpose. One is located behind the houses on the south
side of Sawtooth and is not improved. The other is located between two homes on the
north side of Sawtooth and is improved with lawn and sprinklers. City Staff
recommended retaining the storm water retention area and recreational use along the Fort
Hall canal.
The Council was interested in exploring disposing of this property and asked staff to
work with legal counsel on options to accomplish this effort, while still retaining the
storm water retention areas and recreational use along the Fort Hall canal.
3. Discussion on City Water Rights.
Public Works Director Rodney Burch presented the Idaho Constitution and Statutes
associated with water rights. Mr. Burch also went over the city's current municipal and
irrigation water rights, and the amount of the water the city pumps during the winter and
summer months. The City is actively looking for ways to increase secondary irrigation
throughout the City. The City of Chubbuck is part of the Eastern Snake Plain Aquifer.
4. Discussion on Future Agenda Items.
Mayor England presented a 3 month report about upcoming Study Session and
Council Meeting business items.
GENERAL ANNOUNCEMENTS: Joint Meeting with the Chubbuck Development Authority Board on
April 20, 2022 at 5pm.
