Impact Fee Advisory Committee Meeting Minutes
May 9, 2018

GENERAL BUSINESS
1. Report by Zions Public Finance – Megan Weber
Parks:
Megan had a spreadsheet with the names of the parks that have a total of 76.5 acres.
Bicentennial and other lands are not included on the spreadsheet because they were donated
land. Existing amenities were also discussed and the real value. If the historic costs are
available they are used. Cost per acre to build a park is $123,000. Master Park Plan has
estimated $150,000 per acre as the cost to build a park. $2,084 a month for single family and
$1,942 for multi-family is what a developer would pay for each build. The tiered system is not
used as much because the number of residents in a home can change over the years. Collecting
an average for residents in a home makes the process more fare.
Jason Dixon will build a spread sheet with the going rate for the cost of bare land.
As soon as a park is built the impact fee needs to be updated. Developers will need to
understand that parks will be built for the entire community and not neighborhood parks.
Fire:
The land for stations 2 and 3 is already owned by the City. The value of the existing
station is zero on the spreadsheet because there is no historical value on the building. 2021
and 2028 is the approx. years the new stations will be built. $2.85 a square foot was the
amount used to estimate the cost of building. This was compared with the fire station built in
Idaho Falls. 6.5 million dollars to construct the 2 stations is the estimate. Committee discussed
whether to collect for the 2028 station now rather than adding it to the impact fee at a later
date. If fees are not collecting now the build date may have to be pushed back because money
is not saved. The level of response and service for the City has to always be uppermost.

The land the City already owns will be for fire and police with 85% of the costs going to the fire.
The police will have a smaller facility with 2 officers.
The facility costs were explained by Megan with the number of calls that fire receives and the
cost of those calls. The impact fee for single family is $273.00 and $242.71 for multi-family.
The building cost of the existing fire station will stay at zero on the spreadsheet.
Police:
$1.75 per square foot to build an animal shelter was decided because of a design guide by
the Humane Society. The new shelter will be built in 2028 with an estimate of 1.2 million
dollars.
Property tax may be the way to fund police stations because 74% of the new square footage
will accommodate the staff now with only 26% for growth. A bond election may also be
considered.
Police calls per unit is $442.77 for single family and $296.06 for multi-family residential unit.
$710.57 per 1,000 square feet for commercial, $91.25 for office and $129.88 for institutional.
Megan explained how the impact fees would be handled if a bond election was successful.
Summary:
$2,779.00 would be the total monthly impact fee for new development. Doug was
asked if this is a sellable number for their customers. He sees the need and thinks it will be
sellable.
The residents that have lived in Chubbuck already paid for the parks that are here now with tax
dollars so that is why the new residents will pay for the new parks. The parks that are in the City
now all look the same and that is something the City would like to change with bigger parks
with more amenities. City Council has approved to disperse of the pocket parks.
2. Committee acceptance of impact fee calculations.

One more meeting to discuss the above items and have a formal vote on whether to
move forward with these totals

Next meeting will be June 19 @ 5:30 pm. The Parks Master Plan should be ready.
