Impact Fee Advisory Committee Meeting Minutes
April 10, 2018

GENERAL BUSINESS
Report by Zions Public Finance – Matt and Megan
After visiting with Merlin, Fire Chief and Bill, Police Chief the assumptions have changed a little
bit. The facility impact fees for police and fire are still being calculated and Matt feels the fees
are straight forward with no surprises.
No one had any questions or concerns so Matt moved forward to common issues and changes
that have been made.
Police and fire service have 2 separate areas that are being served. The Northgate area on the
east side of I-15 will be annexed into the City and will be included into the service areas for
both fire and police.
Facilities:
The first plan was 3 fire stations and 1 police station. Merlin proposed a change to have a
station on the western and northern sides, being 2 larger stations instead of 3 smaller stations.
Devin asked about the 900 aces by the Northgate Interchange and having a station in that area.
Matt will keep that in their notes and double check why a station isn’t closer to that area.
The new plan for police is to have 1 station and 1 substation. The substation would house a
couple of officers and additional floor space for the future.
Animal control would have their own plan in the police floor space.

Idaho Code does not exclude vehicles. Fire and police will make a list of the major apparatus
that needs to be included in the costs. Matt mentioned the equipment and supplies can cost
more than the new building.
Bonding alternatives were discussed at the last meeting with the options to exclude bonds all
together or create an escrow to refund bond costs. The decision was to exclude bonds financing
expense until they are issued.
Megan showed the facilities costs for emergency services and both fire stations. West station
will be built in 2021, north station being built in 2028. She gave details of cost of land, the size
of the facilities and the cost to build.
The Police model was discussed along with impact fee calculations.
Matt and Megan will finalize the vehicle and other fees before the next meeting. Bill Jackson is
helping with the park impact fee. Megan will wrap up the study, this is Matt’s last week at
Zions.
The square foot amount for the animal shelter will be relooked at. Pocatello’s shelter is 1 ½
years old and could be an example to work with.
One more meeting with this group and the next step is Land Use approval and then City Council
approval. One of the board members will give the report yearly to City Council.
