Citizens Community Bank, Brandon Jackson; Land Use Development Committee, Idaho Central Credit Union, Bryce Bybee; President of Builders Assoc., Briscoe Bybee Contractors, Jason Mendenhall; Land Use Development Committee Chair, Nelli Simmons; Office Administrator, Land Use Development Committee and Chubbuck Development Authority Administrative Assistant Matt Millis from Zions Public Finance, Bill Jackson from Jackson Land Design and Tom Holmes City Attorney were in attendance. Rodney introduced Bill Jackson to the committee. Rodney asked if the minutes from the November meeting could be approved. Dan made a motion to approve. Bryce seconded. All voted to approve. Matt is going to share the progress that he has made. City is still supplying information to Matt. Parks will have Impact Fees and the City is considering fees for public safety, police and fire. These services will need to come together. Parks and Recreation are focused on the area inside the City boundaries as they are now. Impact Fees are assessed at the time the home is built. If the home is already built it will not be assessed. Fees will be reassessed annually and be based on the facts at that time. Just because 1,000 residents move in to a new subdivision another 5 acre park does not have to be built in that subdivision but that fee money can be used for renovations or a new park in another area. Average costs will be accessed at the same amount for the entire City. Rodney went thru the calculation of how the City figures park fees now:  Current ordinance indicates that we need 5 acres of park per 1,000 residents.  According to the current census it indicates that there are 2.82 residents per household.  If there are 28 lots x 2.82 people per house it equals 78.96 people divide by 1,000 is 0.078 and multiply by the 5 acres is .3948. C:\\Users\\jbowers\\AppData\\Local\\Temp\\012.12.17_791027\\012.12.17.docx 1  If lots are .15 acre in size the 3.9 acres is divided by .15 is 2.62 lots. The developer would be required to give up an equivalent area of 2.6 lots. What this means to the developer is very clear in the ordinance that it must be the improved value of the land, not the raw land. If a lot is worth $28,000 that amount is multiplied by 2.6 equals the value $73,696.00 so that amount will be a cash in lieu of. Ordinance is clear that the developer would have to improve the park to City standards and then the City adds the benches, pavilion ect. Bill Jackson shared that his experience is it costs $100,000 to $150,000 for a 1 acre park. This committee will need to make a recommendation to City Council for the land value and improvement costs. Matt showed the calculation for showing current park facilities. 5.94 is the land per 1,000 people, $25,000 is the improvement cost per acre. 5.94 x $90,000 is $534,000 per 1,000 people. Amenities is the same calculation $25,000 per acre times 5.94 acres per 1,000 people total cost is $683,000 per resident is $683.00 x 2.8 people per household is $1913.00. Rodney informed this committee that Boise has a graduated fee schedule based on the size of the house whether it is square footage or number of bedrooms. th Next meeting on January 9 appropriate land value and cost of improvements will be discussed.
