Trustees of the ¥illage of Chubbuck, held ~n the Muhicipal Building of the
Village of Chubbuck on August 25, 196~
Present- Worsencroft, Underwood, Hillman, Ward, and Christensen.
Absent- McDevitt, out of town.
mpurpose- Discussion and study of several different problems existing in the
Village.
Called to order 8:00 P.~'~.
Extra Police Officer- ~orsencroft e~plained to the Board that the Village
is large enough, and has more problems, and is in need of another Officer to
help Hensley, as one man cannot be in more than one place at any given time.
It was also brought out that we really need some one to take calls for thm
Village as the Board members are not always familia_r with past problems of
the Village, and they cannot leave their own jobs, as they must t~ke care of
their own business. If the calls are legitimate complaints, then the dispatcher
can direct the caller to the Head of the Department involved, or else can
contact the individual Board Member and if necessary call the individual
who re~aistered the complaint and explain the Board's position on the problem.
One problem discussed was water pressure too high and causing damage in the
home to glasses and water heaters. The real solution to this problem would be
for the individual resident to install a preswure regulator inside their house
and they can control the pressure by turning thc valve. This is not a Village
problem but a home-owuer's problem. As for setting up a Village Office, the
Board decided that we are not ready for this yet. The Clerk takes all calls
coming into her house, and has been doing this all the time. The solution to
directing the calls to the Village Clerk would be an arrangement with the Phone
~o. to d~rect calls there mf there ms no answer at the Vmlla~e Phone.
General Condition of the Village- Worsencroft explainem t~at we have spent
a considerable s~m of money so fsr, but that the Village streets, park, and
buildings are all in good condition now, and we should not have any more to do
on them thds year, ex cept for snow removal, when the necessity arises. We do
have so~e weeds that need taking care of, and this will be done in the next week.
The Stop-sign at the Railroad Crossing is not flourecent. The Board decided to
have Christensen get some Scotch-lite tape and put it on the letters S~T-O-P.
There are some areas in the Park that need to be planted with grass. The Board
decided to plant it this fall, and when that is done it will have to be watered
everyday.We already have the grass seed, and the Board decided the have R.C.Brower
take care of this as he is still caring for the mowing of the lawn there. The best
way to water this is by soaker hoses.~Hillmanwill see if can rent some as this
would be the on~y time we would need. Some residents living close to the Park
have complained ~bout dust from the north side where the road is graveled. Board
decided that the answer to this problem is to cover that road with Slag, and
that will greatly reduce the dust hazard, if it does not eliminate it completely.
The Village decided to let that road open for now and not close it as was planned
previously.
Emergencies- The Board instructed the Clerk that should an emergency arise
and regular help is not available, they she should call anyone she can get
for that particular emer~mc~, for instance, if Joe Brennan is out of town
and the emergency is s~ water problem, call Grayson Plumbing or any one she can
get in a hurry. For Police Calls, she is to call the Sheriff's Office. Christensen
reported to the Board that all the time he has been with the Police Officer that
not once did he leave his car without first radioing the Sheriff's Office to let
them know just where he was.
Sanitation Problems- Christensen reported to the Board that O.G.~'~atson told
him that the Truck has never come down his road to pick up garbage. He lives on
a dead-end street. The Board instructed the Clerk to credit Watson's account
for the past charges on Sanitation, and some time soon we will have to meet with
Parks and discuss some of these complaints and get them worked out to the
satifaction of the Board Members.
Extra Police Officer (Continued)- Worsencroft stated that the Village should
explore the possibility of hi_ring a man to help Hensley. Each man to have a day
off a week, for instance, one take Tuesday off and the other take ~fednesday off.
During this discussion Chr~istensen suggested that if the two Police Officers
can work out, their hours between themselves, they would l~ke to consider
giving them a couple of days off at the same time, for instance, one Officer
wou~d have a Sunday and Monday off one week, and the following week the other
Officer could have the same two days. This would give each Officer~some time
to spend with his family. The application og George Lessert for this job was
read by Worsencroft. The copy of his qualifications are attached herewith to
these ~inutes. Since Lessert was not present at the Meeting the Board feels that
he should be interviewed by some of the Board members before any action is taken.
It was then agreed that Hillman, Underwood, smd Christensen meet ~th Lessert
on Wednesday, August 26, 196& at the Green Triangle and whatever their decision
is on his qualifications the other Board members will honor their decision.
Phone Calls for Village- The discussion then continued on the Cler~ taking
phone calls for the Village and being available to answer the phone between the
hours of 9:00 A~ to ~P~I, on week-days of Monday, Tuesday, Wednesday, Thursday,
and Friday. Hillman then suggested that since the Clerk has been doing this
anyway, why not raise her wages to compensate for the extra time, and not
consider hiring another person for this purpose at the present time. Board then
asked if Clerk is available for these hours. Clerk answered that she is available
for these hours, and in case of an emergency, she would h~ve someone else there
to take the calls and messages and direct them to the Head of the Department
of that particular problem, if such an occasion should arise. Motion to raise
the Clerk's Wag es to $~00.OO per month, then made by Hillma~, seconded by
Worsencroft. All in favor.
Fire Calls- Hensley then explained that for the V~lunteer Fire Dept. to
work efficiently, we should have phones installed in a couple of the homes
of Volunteer's so that all they wou~d have to do is pick up the receiver
and they woul~ know the location of the fire and could get there quicker.
This phone would be for incoming calls only, and could not be used for
calling out. The would have to be hooked in with the Village phone. We will
have to explore this possibility further with the phone company, and see just
how it would work, and what the cost wo~!d be, so if it is a favorable proposition,
we can budget for it in our next fiscal year. The two homes mentioned above are
Louis J. Hogge, 127 North Alton and Boyd 'rwiggs, 101 Henry Ave. (Stuart-Addition).
Motor Grader for Maintenance of Village Streets- H. L. McIntosh of the
G-K Machinery Co. was present and presented a quotation to the Board Members for
a used Allts Chalmers Model AD~O Grader, manufactured 1952, equipped with
13.00 x 2~ new recapped tires, General Motors &71 Diesel Engine~ 12' moldboard,
Cab and Snow Wing. This machine is in gooa operating conmition, has been
completely checked out and all necessary repairs made. F.O.B. Chubbuck, $5,OOO.00.
For a Lease-Purchase Agreement, they offer to lease this machine to the Village
of Chubbuck for a period of 16 months begir~ning Sept. 1, 196~ and ending
Dec. 1, 196~, at $325.66 per month. Rentals due and payable on the first day
of each month. After a discussion on Insurance, useability of the machine,
req~irements for our particular needs, etc., Motion to Lease-Purchase this
machine was made by Underwood, seconded by Christensen. Ail in favor.
