CALL TO ORDER: Mayor England.
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Hernandez
COUNCIL PRESENT: Melanie Evans, Roger Hernandez, Ryan Lewis, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Planning & City Development Director Devin Hillam, Planning
Manager Don Matson, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource
Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
APPROVAL OF MINUTES: January 5, 2022.
Councilmember Evans motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Evans -yes, Hemandez-yes, Lewis -yes, Heiner -yes, motion passed.
GENERAL BUSINESS:
1. Consider an Extension of Time for the Selder Meadows PUD.
Previously approved on February 7, 2018, Located at 5121 Hawthorne Rd.
(Council will discuss the application and if it meets City code).
Applicant David Bickley requested for an extension of time, and stated that he had a
hard time finding enough employees to start this project; and was now ready to start
construction on the Selder Meadows PUD that was approved in 2018.
Planning Manager Don Matson stated that this application had been reviewed by City
Staff and appears to meet the standards of Titles 16, 17 and 18 of City Code, and
recommended approval.
Councilmember Lewis motioned for an extension of time for the Selder Meadows PUD to
commence construction on or before July 31, 2022, under the original application.
Councilmember Hernandez seconded motion for approval.
Roll Call: Hernandez -yes, Lewis -yes, Heiner -yes, Evans -yes, motion passed.
2. Discussion on Setting a Possible Bond Election Date for a Second Fire Station.
Mayor England stated that City Staff was working with multiple agencies to assist in
looking at different locations and costs associated with adding a second fire station. It is
staff's recommendation to ask the community to vote on a bond either in November 2022
or May of 2023. The City completed a facilities needs annalist in 2017; which identified
the need for the community to invest in a second fire station.
CLAIMS:
1. City of Chubbuck claims for January 19, 2022 as presented to Mayor England and
Council.
Councilmember Lewis motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Lcwis-yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
