HomeMy WebLinkAbout03 10 1964 CM1 53 Regular Meeting of the Board of 'rustees of the Village of Chubbuck held in the Municipal Building of the Village of Chubbuck on March 10, 1964 Present - Worsencroft, Underwood, Hillman, Ward, Christensen, McDevitt and Pond. Called to order 8:00 P.M. Minutes of the last regular and one recessed meeting then read and approved. Bills for the month presented to Board. Motion to approve payment of bills made by Hillman, seconded by Ward. All in favor. Financial report for month presented to Board. R.R.Crossi.ng Stop Sign- The Stop Sign has been installed at the R.R.:rossing on East Chubbuck Road. Board suggested that Hensley watch it closely for a while and arrest anyone not observing the sign. Ambulance Service- Pond of Pocatello City Commission was present and explained why Pocatello is contributing to the Ambulance Service. He did not have any facts or figures about how many were picked up in Chubbuck nor how many were not paid for. Board decided to get all facts and figures before they will take any action on this matter. Civil Defense- Letter asking Chubbuck to donate $100.00 to Civil Defense read by Worsencroft. After a discussion it was decided not to take any action now. Idaho Municipal League- Letter explaining difference of a Village from a 2nd class City read by Worsencroft. No action at this time. Water Hook -up with Pocatello - Worsencroft pr *,sented some plans and figures for such a hook -up. Estimated cost figure was approximately $3,000.00. Board decided that this needs further study. No action at this time. Dog Ordinance No. 9 - Worsencroft explained that it is to be enforced now. Dr. Hayden, Vetenarian was present and explained to Board that he is planning on a new building that would include a cremator to dispose of animals. Approximate cost of putting to sleep and then cremating a dog would be $1,80 per dog. He would also operate a dog pound in a humane manner. For the time being this would have to operate on a cost basis. Dr. Hayden is to send a bill to the Village each month and later a contract or agreement can be entered into. After discussion it was decided to hold a dog for three days instead of the two stated in the Ordinance, and also a pup does not require a License and Tag until 6 months of age, instead of two months of age as stated in Ordinance. Motion to hold the dog for three days before destroying it, and to raise age limit for license and tag to 6 months, made by Ward, seconded by Underwood. All ih favor. Ordinance No. 60 - Sanitary Code Ordinance was read in full on February 26, 1964. Motion to suspend the rules and read once in full and twice by Title made by T,Iard, seconded by Hillman. Roll call vote for suspension of rules, Ward -yes, Hillman - yes, Underwood -yes, Christensen =yes, and Worsencroft -yes. Ordinance No 60 then read twice by Title by McDevitt. Roll call vote for passage of Ordinance No 60, Ward -yes, Hillman -yes, Christensed -yes, Underwood jre *, and Worsencroft -yes. Resolution setting forth the classes of Service for garbage collection and rates for such servicethen read by Worsencroft. Roll call vote for passage of Resolution, Ward -yes, Hillman -yes, Christensen -yes, Underwood -yes, Worsencroft -yea. Rod Parrish asked if he could be classed as commercial instead of residential and pay a flat fee per month for garbage service. At times he has about 20 families living in houses and apartments. A long discussion followed. Decision was to leave the old rate of $20.00 pwr month until the 1st of April. Any change in the fee will come after April 1, 1964. Well No 2 - Hensley asked if the Motor can be pulled and pump fixed before we need to turn it back on for the summer. Board all agreed that this should be done now. Meeting recessed at 10:20 P.M. till further notice if necessary. Calledi:.to Order 4:05 P.M. Purpose- Public Hearing and Discussion of Floor Shows in the Night Clubs in the Village · Worsencroft explained to all present that the owners or operators of the clubs and the Village Board need an understanding between all concerned regarding the type of entertainment desirable to meet approval of the Board. McDevitt explained that the Board has no authority to set limits on entertainment, they must use their own good judgement, and expression of good faith-~ to cooperate with club owners. Exact classification or definition of entertainmant is a matter of Personal Opinion. Ward stated that surely the Club Owners could produce better entertainment than Strip Tease Dancers. He personally is not in favor of allowing the clubs to continue with such floor shows. Two of the Bar owners failed to live up to their agreement with the Board of last October. If this agreement continues to be broken, then the Board will be forced to enact an Ordinance to prohibit certain certain types of Floor Shows. He also commended Lena Hageman for her cooperation in the agreement with the Board. She is the only Bar owner that followed their instructions. Bob Hillman's floor shows were never in question because he had never had questionable floor shows. Christensen stated that he was in favor of all Bars abiding by the original decision of last October and also commended Lena Hageman for her action. Larry Davis- Chairman of the Board last October stated that he and Carl Hensley instructed all Bar owners that Strip Tease Dancers would have to be eliminated in floor shows or the Board would be forced to enact an Ordinance closing the Bars on Sunday. Underwood stated that he was in favor of standing on the original decision, and Worsencroft was in favor of the original decision too. Meeting recessed at 5:00 P.M. till further notice if necessary.
