COUNCIL STUDY SESSION MINUTES
DECEMBER 1, 2021— 4:00PM

CALL TO ORDER: Council President Ryan Lewis
COUNCIL PRESENT: Roger Hernandez, Ryan Lewis, Dan Heiner, and Melanie Evans.
STAFF MEMBERS PRESENT: City Attorney Tom Holmes, Police Chief Bill Guiberson, Office
Manager Elizabeth Bruderer, Records Clerk Kirsten Heusser, Fire Chief Merlin Miller, City
Treasurer Rich Morgan, and City Clerk Joey Bowers.
Council President Ryan Lewis excused Mayor Kevin England from the meeting.
GENERAL BUSINESS:
1- Discussion on Daycare License Applications and Process.
Police Records Clerk Kirsten Heusser presented the process and required background
checks for daycare and preschool workers to be licensed to either work or volunteer in
the City of Chubbuck.
Police Office Manager Elizabeth Bruderer presented the process for daycare and
preschool facilities to be a licensed businesses in the City of Chubbuck. Mrs. Bruderer
stated that the City of Chubbuck does have stricter guidelines per city code than the State
of Idaho requires. Both the licensed facilities and the licensed workers must comply with
the City guidelines and not just the State guidelines.
The Council asked about the process for applicants to appeal the denial of a license.
City Attorney Tom Holmes stated the applicant has the right under due process to appeal
the denial of a license, and the Council needs to make a decision based off the
information presented.
2- Discussion on Pictures from Old City Hall.
City Clerk Joey Bowers presented information from interior designer Holly Horsch.
Mrs. Horsch is the interior designer from Meyers Anderson, who was the Architect for
the new Chubbuck City Hall. Mr. Bowers stated that Mrs. Horsch recommend not using
the art work from the old city hall.
3- Discussion on Future Agenda Items.
City Clerk Joey Bowers presented a 3 month report about upcoming Study Session
and Council Meeting business items.
