COUNCIL STUDY SESSION MINUTES
SEPTEMBER 1, 2021 — 4:00PM

CALL TO ORDER: Council President Ryan Lewis
COUNCIL PRESENT: Ryan Lewis, Dan Heiner, Melanie Evans, and Roger Hernandez.
STAFF MEMBERS PRESENT: City Attorney Tom Holmes, Public Works Director Rodney Burch,
Planning & Development Director Devin Hillam, Police Chief Bill Guiberson, City Engineer
Bridger Morrison, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan,
and City Clerk Joey Bowers.
Council President Ryan Lewis excused Mayor Kevin England from the meeting.
GENERAL BUSINESS:
1- Presentation on Water and Wastewater Rates.
Public Works Director Rodney Burch presented FCS Group. FCS Group had been
working on a water and wastewater rate study for the City of Chubbuck as requested by
the City Council.
Angie Virnoche and Paul Quinn represented FCS Group and presented the results and
finding from their water and wastewater rate study for the City of Chubbuck. Ms.
Virnoche went over a 20 year financial plan and a capital improvement plan. Ms.
Virnoche stated that FY22 forecasts the City starting at an operating deficiency for water
and in FY24 for wastewater.
2- Discussion on Vendor Licensing for Public Spaces.
Public Works Director Rodney Burch presented potential locations and infrastructure
cost estimates from the Parks Department at Cotant, Stuart, and Capell Parks.
Councilmember Evans felt like this would add value and character to the community
by allowing vendors at community parks. Councilmember Lewis did not want a
permanent structure to be placed on City property for months at a time.
The Council asked City Staff to look at locations that would not have an infrastructure
cost to the City. To allow non fixed self-sustaining vendors to be parked at community
parks, and a policy that would require the vendor to leave the park nightly and not be a
burden on City Staff to manage.
3- Discussion on Future Agenda Items.
Councilmember Hernandez wanted to add a discussion on the City's Strategic Plan as
a future agenda item.
