CALL TO ORDER: Mayor England COUNCIL PRESENT: Ryan Lewis, Dan Heiner, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Planning Manager Don Matson, Fleet Maintenance Supervisor Dale Kinloch, Planning and Development Director Devin Hillam, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1- Presentation and Discussion on the Westfield Estates Master Plan. Applicant Dannis Adamson gave a brief history and stated that this plat currently does not reside within the City of Chubbuck city limits. The Developer to have access to City Utilities had signed an agreement with the City that all of this development will be annexed into the City once that opportunity is available. Mr. Adamson is currently in the process to apply for Division 4-8 with Bannock County and needed to address some concerns from City Staff before being able to move forward with these divisions. Public Works Director Rodney Burch stated that City Staff had concerns with the right of way width and roadway infrastructure improvements, access control standards, pedestrian pathways, Siphon Road right of way dedication, park infrastructure, and the decrease in density from what was original proposed when the City agreed to provide municipal services. 2- Presentation and Discussion on Government Vehicle Leasing from Bancorp. Mike Peterson from Bancorp had been talking to City Staff and presented information to the City Council about leasing versus purchasing Government vehicles and the costs savings for the City. 3- Presentation and Discussion on 18.13 Wireless Telecommunication Facilities. Planning Manager Don Matson gave an update to the Council about potential amendments to City Code 18.13 Wireless Telecommunications Facilities. The placement, appearance and height of wireless telecommunication facilities are regulated by federal, state and local laws. Federal codes limit the City's jurisdiction over some aspects of the facilities, as long as a proposed facility is complying with regulations provided by the Federal Communications Commission (FCC). 4- Discussion on Future Agenda Items. Mayor England presented a 3 month report about upcoming Study Session and Council Meeting business items. AwouRN: Mayor Kevin England adjourned at 5:35.
