CALL TO ORDER: Mayor England COUNCIL PRESENT: Melanie Evans, Roger Hernandez, Ryan Lewis, and Dan Heiner. STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, Planning and Development Director Devin Hillam, City Engineer Bridger Morrison, Senior Engineering Technician Derek Kennedy, GIS Technician Jacqueline Malloy, Municipal Services Program Administrator Kami Morrison, Deputy Clerk Paul Andrus, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1- Presentation by Bannock Development Corporation (BDC). MiaCate Kennedy, CEO represented Bannock Development Corporation (BDC). Mrs. Kennedy gave an update on what BDC had been doing to promote economic development for the region and for the City of Chubbuck. 2- Presentation and Discussion on the ADA Transition Plan, Deputy Clerk Paul Andrus presented a draft ADA Transition Plan for the City. Mr. Andrus wanted to get input from the Council before sending this plan out to outside organizations for their professional ideas and suggestions. 3- Presentation and Discussion on the Operational Efficiency Process. Public Works Director Rodney Burch presented the operational efficiency process that the Public Works Department had gone through the past year. As part of the City's strategic plan to have a well-managed government. 4- Presentation and Discussion on 18.13 Wireless Telecommunication Facilities. Planning Manager Don Matson gave an update to the Council about potential amendments to City Code 18.13 Wireless Telecommunications Facilities. The placement, appearance and height of wireless telecommunication facilities are regulated by federal, state and local laws. Federal codes limit the City's jurisdiction over some aspects of the facilities, as long as a proposed facility is complying with regulations provided by the Federal Communications Commission (FCC). 5- Discussion on Vendor Licensing for Public Spaces. Councilmember Evans wanted to discuss implementing a temporary vendor license for public spaces. To allow businesses to setup a temporary location at a City Park or public space and the guidelines associated with that license. 6- Discussion on Future Agenda Items. Mayor England presented a 3 month report about upcoming Study Session and Council Meeting business items. ADJOURN: Mayor Kevin England adjourned at 5:50.
