CALL TO ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Ryan Lewis, Dan Heiner, and Melanie Evans.
CHUBBUCK DEVELOPMENT AUTHORITY BOARD MEMBERS PRESENT: Chairwoman Annette
Baumeister, Rick Keller, Jeff Hough, Deloy Stuart, and Attorney; TJ Budge.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Fie Chief Merlin Miller, Planning and Development Director Devin
Hillam, City Engineer Bridger Morrison, Pretreatment Coordinator Mark Wilding, City
Treasurer Rich Morgan, and City Clerk Joey Bowers.
GENERAL BUSINESS:
1- Discussion on 13.20 Pretreatment Regulations.
City Engineer Bridger Morrison presented changes to City Code 13.20 —
Pretreatment Regulations and the need to eliminate section 13.18 — Septage Waste
Haulers.
2- A Joint Meeting with the Chubbuck Development Authority Board Members (CDA) to
Discuss Project Priorities and an Agreement for the Remainder of the 1992 Urban
Renewal Plan.
The City Council and CDA Board Members discussed a draft agreement for the
1992 Chubbuck Downtown improvement projects between the City and the
Chubbuck Development Authority (CDA) to help closeout the 1992 Urban Renewal
Plan in 2023.
The City Council and CDA Board Members also discussed priorities for future
projects. The three main projects that both boards definitely wanted to see finished
with the 1992 Urban Renewal Plan was the New Day Parkway, Chubbuck/Philbin
Intersection, and the Hawthorne Irrigation Bridge Project.
City Staff committed to look for available grants and other funding opportunities
to help fund the recommended priority projects. The City Council and CDA Board
Members recommended other than the three main projects moving any projects that
address safety improvements/concerns throughout the community to the top of the
priority list.
3- Discussion on Future Agenda Items.
Mayor England presented a 3 month report about upcoming Study Session and Council Meeting
business items.
