November 23, 1976
Minutes of the regular counicl meeting held in the city municipal building
November 23, 1976.
Present: Mayor John O. Cotant, Jr., Councilmen Boyd L. Fullmer, Dwain A. Kinghorn,
and Wayne G. Taylor. Councilman Earl L. Romriell at 9:00 p.m. Engineer John
Alder and Clerk Vera Armstrong. Attorney Don Burnett excused.
Meeting called to order at 8:00 p.m.
Mayor Cotant asked for corrections or additions to council minutes of November 9.
There being non, Councilman Fullmer moved to approve the November 9 minutes
as written. Councilman Taylor seconded motion with all councilmen voting in
favor of motion.
PLANNING AND ZONING RECOMMENDATIONS -
1. Public hearing on widening of Hiline Road. Council in agreement and
have also recommended and decided a hearing should be held on the
widening of Hiline Road.
2. P & Z have recommended raising the subdivision reviewing fee to $100.00.
Mayor and council discussed the fees presently charged. Councilman
Kinghorn recommended this fee increase question go back to P & Z for
further review and recommendation. Council felt graduation of fees on
different sized plats as now in ordinance should be considered.
3. P & Z have also recommended fees be increased on variance and conditional
use requests to twenty-five dollars. Mayor and council in agreement as
to adopting this fee increase. Zoning ordinance will need be amended.
4. Building inspector to be used as zoning officer. This was recommended
by Attorney Burnett and Mayor Cotant informed councilmen this has been
taken care of.
COMPREHENSIVE PLAN AND LOCAL LAND USE PLANNING - Mayor Cotant reviewed develop-
ments on the comprehensive plan and impact area. May~r Cotant has attended
two joint meetings the past week with Bannock County/~nd City of Pocatello
officials and reported on recommendations and impact area ideas from the
City of Pocatello and Bannock County.
ALTURAS PARK SUBDIVISION APPROVAL OF STREETS & UTILITIES - Engineer Alder in-
formed mayor and council that Roger Seaton is anxious to get streets and
utilities accepted throughout Alturas Park Subdivision. Mr. Seaton wanted
to know what council would accept in lieu of well being drilled at this time,
perhaps a bond, as his contractor will not be able to drill the well until
at least January.
SUBDIVISION DEVELOPMENT - Engineer Alder has written a letter to mayor and
council recommending approval of street and utilities in subdivisions prior
to issuance of building permits. However, these improvements could be done
and accepted in phases.
Engineer Alder is concerned with the need of streets being completed prior
to homeowners occupying and residing on lots abutting these unfinished streets.
Council told engineer they understood his concern in getting developers to
complete streets, however, they also felt this requirement might be a hard-
ship for developer.
Sidewalk construction on East Chubbuck Road along Mobile Manor, city property
and Turner Subdivision was discussed. Engineer Alder said he would like
to see these sidewalks installed for safety purposes of pedestrians, especially
school children walking up and down the Chubbuck Road hill.
