COUNCIL MEETING MINUTES

CALL TO ORDER: Mayor England.
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Lewis
COUNCIL MEMBERS PRESENT: Roger Hernandez, Ryan Lewis, Dan Heiner, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Planning Manager Don Matson, Development Services Manager Sean
Harris, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City
Clerk Joey Bowers.
APPROVAL OF MINUTES: January 6, 2 02 1.
Councilmember Heiner motioned for approval of the Council Meeting minutes.
Councilmember Evans seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Lewis -yes, Heiner -yes, Evans -yes, motion passed.
GENERAL BUSINESS:
!. Approval of Bear River Storage Preliminary Plat. (Action Item).
(Council will discuss the application and if it meets City code).
Jesse Reynolds, Menlove Construction, represented the applicant. Mr. Reynolds
presented a preliminary plat for storage units. As part of this plat the applicant will be
widening W. Chubbuck Rd. and constructing Hiram Ave. along the property frontages.
Development Manager Sean Harris stated that this application had been reviewed by
City Staff and appears to meet the standards of Titles 16, 17 and 18 of City Code, and
recommended approval.
Councilmember Evans motioned for approval of Bear River Storage Preliminary Plat,
conditional upon pressurized secondary irrigation be provided per city code.
Councilmember Hernandez seconded motion for approval.
Roll Call: Lewis -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
2. Consider an Extension of Time for the Selder Meadows PUD.
Previously approved on February 7, 2018, Located at 5121 Hawthorne Rd.
(Council will discuss the application and if it meets City code).
Applicant David Bickley requested for an extension of time, and stated that he had
some health problems that delayed construction and was ready to start construction on the
Selder Meadows PUD that was approved in 2018.
Planning Manager Don Matson stated that this application had been reviewed by City
Staff and appears to meet the standards of Titles 16, 17 and 18 of City Code, and
recommended approval.
Councilmember Lewis motioned for a 12 month extension of time for the Selder Meadows PUD.
Councilmember Hernandez seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Lewis -yes, motion passed.
3. Acceptance of Sacajawea Water Line Extension Project Bid.
(Council will discuss and award water line extension project bid).
Public Works Director Rodney Burch presented bids for the Sacajawea Water Line
project. The project will install a new larger diameter water main from New Day
Parkway south to Chubbuck Rd. Mr. Burch stated that the low bidder was Sunroc
Corporation, and recommended awarding this bid to Sunroc Corporation.
Councilmember Heiner motioned to accept the bid in the amount of $503,300.50 from Sunroc
Corporation DBA Depatco for the Sacajawea Water Line Extension Project.
Councilmember Evans seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Lewis -yes, Heiner -yes, motion passed.
Discussion on Mayor and City Council Salaries.
(Council will discuss mayor and council salaries as required by city code 2.04.010).
Human Resource Director Scott Gummersall presented a market comparison from
comparable cities and an inflation (CPI) comparison for elected official salaries.
Councilmember Hernandez motioned to raise the Mayor's salary to $63,402 and the Council
salary to $8,295 starting in January 2022.
Councilmember Lewis seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Lewis -yes, motion passed.
CLAIMS:
City of Chubbuck claims for January 20, 2021 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Lewis -yes, Heiner -yes, motion passed.
GENIERAL ANNOUNCEMENTS: Special Council Study Session on February 11, 2021 at bpm.
