HomeMy WebLinkAbout04 20 1976 CM COUNCIL MEETING MINUTES 41 April 20, 1976 Minutes of a special city council meeting held in the city municipal building April 20, 1976. Present: Mayor John O. Cotant, Jr., Councilmen Boyd L. Fullmer, Dwain A. Kinghorn, Earl L. Romriell and Clerk Vera Armstrong. Meeting called to order at 7:30 p.m. Purpose of the special meeting is to discuss design problems on Chubbuck I.C.-Hiway Avenue Project #M7131(007). Mr. Roy Hardin and Mr. Sheldon Chatterton representing the Idaho State Highway Department were present and informed the council of public hearing which will be held May 11, 1976 at the Chubbuck Elementary School. Information session will begin at 6:30 p.m. and the hearing is scheduled for 7:30 p.m. Following items were discussed: STORM SEWER - Council were informed that because the storm sewer must be shallow to meet outfall conditions it may not be possible to incorporate city and state storm flow into one pipe as previously discussed. The storm sewer designed will be 36 inch pipe only. Pavement on project will be concrete and city should decide if they want to install a line for storm sewer drainage. CURB, GUTTER AND SIDEWALK - Mr. Hardin told council he understood the city would require all new businesses be required to install curb, gutter and sidewalk if they chose to improve property prior to this project. This agreement stimulated the project, however, some businesses have not installed the curb, gutter and sidewalk. Mr. Hardin also reported if owner improves property prior to construction, it would raise the valuation of the property and would reflect in the amount the property owners would receive as right-of-way acquisition. However, it would not amount to cost of installation. Mr. Hardin also told council there was a good chance of 89-11% funding on this project - meaning Federal funding would take care of 89% and State and City share would be 11%. Mr. Sheldon Chatterton stated he understood the reason the city wanted the grade was so the city could require all new commercial development to install curb, gutter and sidewalk. Mr. Hardin told council it was his understanding all new construction that re- quired permits would be required to install curb, gutter and sidewalks. Mr. Hardin read a letter from Roy Strochein where Mr. Strochein reiterated the city had agreed to require curb, gutter and sidewalks on all new construction. Mr. Hardin suggested the city attorney check and determine a manner in which the city make this requirement. Mr. Hardin told council the Idaho Department of Highways could be working on advance purchase of right-of-way sooner than expected, however, they are committed for most of this season. FOUR LANE ON EAST AND WEST CHUBBUCK ROAD - The wisdom of requiring new developers to furnish additional property to develop Chubbuck Road into a four lane street was in the future was discussed. The possibity of an Urban D Project for funding was suggested. LIGHTING PROGRAM - Mr. Hardin advised city to consider a city lighting project along with the highway project. The State and Federal will include lighting design and funding at intersection of Chubbuck Road. Mr. Hardin advised the council the city would be required to supply a letter of certification that all city utilities have a life expectancy of at least 25 years. SIGNAL LIGHTS AT CHUBBUCK ROAD INTERSECTION - Idaho State Highway Department re- 43 commends a 64 ft. roadway with four lanes and turn bay which would run at least 200 feet to east and west. State will pick up half of local funding and city half of local funding on this part of project. Chubbuck Road right-of-way at this point is expected to be heavy traffic and would be expensive for city to do later on. State Highway will also acquire necessary property for turn bays on East and West Chubbuck Rd. STREET APPROACHES ON EVANS, LINDEN AND AT CIRCLE IN TRAILER CT. - Highway department would like to know the width of approach available at the above locations. The State cannot install a wider approach than the city has dedicated public right- of-way for. On Linden Avenue, Chubbuck engineer is to research possibility of moving the north irrigation supply to the south so the regular forty foot curb cut can be made. On Evans Lane, Engineer Forsgren is to meet with Mr. Connelly to see if a forty foot curb cut or right-of-way can be secured or acquired for this street. Street approach to Circle In Trailer Park - If street access remains where it is right now Circle In owners will be required to bring street to city specific- ations and city will accept as city street. If Mr. Frasure should happen to move access street further north he will also be required to build that approach to city specifications for city acceptance. SETBACK FOR COMMERCIAL PROPERTY AND CURB, GUTTER AND SIDEWALK BEING REQUIRED BY CITY. Mr. Hardin asked if city would take some affirmative approach on requirement of curb, gutter and sidewalk along Yellowstone in area of project and requested a letter from city to this effect. Mayor Cotant said he would contact city attorney as to how this requirement can best be handled. Mr. Hardin informed city they should be sure all property will be served with necessary water and sewer service lines prior to project as the city will not be permitted to cut into new highway street after project. State Highway De= partment would like city to mark a map showing all water and sewer main lines and service lines along the project. OTHER GENERAL BUSINESS - Mayor Cotant and Councilman Romriell requested the city office notify all Planning and Zoning commission members and all city councilmen when plats come into office prior to being presented at meetings. Mayor Cotant also suggested developers be required to develop the park in their subdivision, especially if park area is less than the 10% which may be required. Councilman Fullmer suggested the city amend ordinance so that city might require a certain percent of the developed property be deeded to city for purpose city desires, which could consist of selling lots in one area to purchase additional property in another area. Mayor Cotant also said future planning should be studied out for school facilities needs and park areas in new developments. Mayor and council discussed the need for additional city personnel in the field of engineer or city manager-coordinator type position.
